Overview

Develop and manage area programming focused on strengthening protection and resilience for displaced populations, including direct humanitarian assistance and partner capacity development. Represent DRC in coordination fora and shape humanitarian agendas.


Key Responsibilities
  • Lead planning and kick-off of new projects, providing daily support to sectoral managers and team leaders.
  • Oversee programme quality, develop SOPs, and support sector managers to improve program quality.
  • Ensure positions are staffed and projects are on track.
  • Provide backstopping and training to Program Head of Departments on reporting mechanisms.
  • Ensure compliance of projects within DRC programme department scope.
  • Develop clear communication lines between project staff and partners.
  • Develop tools and processes to capture and share lessons learned and best practices.
  • Lead the rollout and implementation of DRC Project Cycle Management tools.
  • Provide mentoring to Sectoral Managers and Team leaders on Project Cycle Management.
  • Coordinate assessments and provide updates on needs evolution, assessment results, and stakeholder engagement.
  • Lead consolidation of inputs for proposal development at area level.
  • Lead the adaptation of DRC national strategy to local context via an area strategy plan.
  • Proactively engage managers and team leaders to propose innovative ideas.
  • Represent DRC and articulate key advocacy points in relevant clusters and external fora.
  • Ensure a coordinated approach to humanitarian response.
  • Consolidate and raise needs for advocacy.
  • Represent DRC to relevant national authorities and in external fora as delegated.
  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility.
  • Accountable for making significant decisions on unit purpose, functions, and role, and for making commitments and decisions requiring expenditure of significant unit resources.
  • Accountable for people management of direct reports, including hiring & firing, objective setting, performance appraisal, development, and managing performance.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and expert advice.
Required Experience
  • At least 5 years' experience in a project/program management role involving responsibility for developing new and successful proposals.
  • At least 3 years’ experience with people management.
  • Skills and experience in project/program planning, delivery, monitoring, reporting, review and evaluation.
  • Skills in fundraising, budget management and donor reporting/ accountability/ compliance.
  • Experience in working in complex emergencies or challenging security settings and within security management frameworks.
  • Experience in capacity building of staff and local partners.

Contract Duration
12 months contract (renewable depending on performance and funding). Preliminary 3-month probation period.
Work Modality
Based in the Sumy office (Non-family duty station) with travels within the region.
Remuneration
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National or Expatriates
