Overview

The Project Specialist (Voter Awareness Planning) will advise on the implementation of a comprehensive public outreach campaign for upcoming elections and strengthen the Fijian Elections Office's long-term communications and outreach capacity.


Key Responsibilities
  • Advise on the design and execution of social media strategy with tailored content to enhance voter awareness and engagement.
  • Offer expertise in branding and mass media marketing to inform the development, production, and placement of key messages.
  • Advise on the planning, training, and monitoring of Community Election Advocates for grassroots voter education and feedback collection.
  • Strengthen the FEO’s long-term communications and outreach capacity, ensuring lessons learned and systems are applied to future electoral cycles.
  • Support the FEO on developing consistent, engaging, and inclusive social media content, including guidance on content calendars, specific platform strategies, and diverse content formats.
  • Provide advisory support to help the FEO build a strong, recognisable, electoral brand that promotes neutrality, inclusion, and citizen participation.
  • Advise the FEO on field planning, training, and monitoring of Community Election Advocates, including co-designing frameworks for grassroots activities and developing training modules.
  • Identify capacity building needs and opportunities, and ensure appropriate training and capacity building activities are organized and implemented.
  • Proactively identify and pursue opportunities for the documentation and communication of best practices, programme results, and lessons learned.
  • Actively participate in and make substantive contributions to external networks and communities of practice to promote advocacy for UNDP’s work and opportunities for collaboration.
Required Experience
  • Minimum 7 years (with Master’s degree) or 9 years (with Bachelor’s degree) of working experience in relevant professional experience in areas such as governance, democratic governance, elections, civic education, or inclusion fields.
  • Experience working with Election Management Bodies outreach or communications, applied to electoral processes is required.
  • Experience in designing and implementing voter outreach programs for diverse voter groups.
  • Proven track record of expertise in civic and voter education planning and electoral operational processes.
  • Experience working with election officials, community leaders, and media partners to enhance outreach efforts.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
  • Experience in the Pacific region preferred.
  • Proven track record in managing and developing voter/civic education programs.
  • Have experience in developing targeted voter messaging and coordinating multi-channel outreach (mass media, social media, and community engagement).
Qualifications
  • Advanced university degree (Master's degree or equivalent) in journalism, communications or related field is required, or
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
