Overview

The Policy and Programme Analyst supports the Strategy & Business Development Team in formulating programme pipeline strategies aligned with UNDP objectives, fostering partnerships, supporting government policy initiatives, and engaging in financing for development.


Key Responsibilities
  • Guide and support the development and implementation of strategies for programmatic engagement.
  • Conduct analyses of economic, social, and environmental trends.
  • Facilitate relationships with governmental institutions, civil society, and the private sector.
  • Engage stakeholders in joint resources mobilization initiatives and partnership strategies.
  • Track progress against program objectives and prepare reports and briefs.
  • Assist in incorporating results-based management (RBM) frameworks.
  • Support evaluations and assessments of program impact.
  • Document and disseminate best practices and lessons learned.
  • Pursue innovative approaches in program delivery and impact measurement.
  • Develop project proposals and budgets for funding opportunities.
  • Support strategic engagements with donors and resource partners.
Required Experience

A minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of experience in programme development, business development or resource mobilization is required. Experience working with UNDP/UN agencies or other international organizations, preferably in Jordan and/or the Arab States region is required. Demonstrated experience in results-based management (RBM) and in designing/using monitoring and evaluation (M&E) frameworks, indicators and reporting are desired. Proven experience in partnership engagement and/or resource mobilization, including drafting high-quality concept notes and project proposals is desired. Experience with analytical and drafting skills, including creating policy briefs and clearly presenting findings to various stakeholders, is preferred. Experience using UNDP/UN results and project management systems and tools for planning and reporting (e.g., CPD/IRRF results frameworks, project documentation and donor reporting), with strong Excel/PowerPoint skills is desired.

Qualifications

An advanced university degree (master’s degree or equivalent) in Business Administration, Development Studies, International Relations, or a related degree is required. OR A first level university degree (bachelor’s degree) in the above-mentioned fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
