Overview

The Finance Officer contributes to maintaining robust financial internal controls, ensuring effective and efficient use of resources and safeguarding of UNICEF assets through accurate and timely financial reporting to external and internal stakeholders.


Key Responsibilities
  • Review and analyze financial activities of assigned financial processes.
  • Identify and monitor trends, variances, ratios, and process or system gaps.
  • Oversee and monitor compliance with UNICEF’s rules, regulations, policies, procedures, and guidelines.
  • Perform periodic processing/closing activities, including year-end accounts closure.
  • Report on and escalate significant findings from financial analysis.
  • Provide strategic guidance to stakeholders on complex cases.
  • Produce timely and informative reports, schedules, and analysis.
  • Provide data, schedules, and analysis for corporate and UN reports.
  • Maintain dashboards and other reports.
  • Draft timely updates to UNICEF’s Regulatory Framework Documents (RFDs).
  • Regularly review and update the accounting manual chapters.
  • Provide detailed instructions to internal stakeholders.
  • Identify and provide feedback and recommendations for improvements to systems, dashboards, reports, and UNICEF’s policies, procedures, and processes.
  • Engage in user acceptance testing of ERP and other system developments.
  • Train internal stakeholders during system development roll-out phases.
  • Perform other duties to support the P3 Finance Specialist, the AMU P4 Finance Manager, and the FRAM team.
  • Provide back-up to the P3 Finance Specialist during absences.
Required Experience
  • At least 2 years of relevant work experience in Financial Management, accounting, financial analysis and monitoring, or financial auditing, with a preference for not for profit sector experience.
  • Experience in applying International Financial Reporting Standards (IFRS) or International Public Sector Accounting Standards (IPSAS).
  • Experience working with enterprise resource management (ERP) systems for financial processing and reporting.
Qualifications

Bachelor or equivalent (First Level University Degree) in Finance, Accounting, Business, Qualified accountant (accredited membership of CA, CPA or equivalent) OR Currently completing professional accounting qualification plus recent experience with the functions in the JD is required and any other related fields.
