Overview

The Technology for Development Specialist supports UNICEF Cambodia’s digital transformation by integrating technology and innovation into programmes, with a strong focus on digital health. The role ensures effective design, implementation, and scaling of digital solutions that strengthen systems, improve service delivery, and enhance outcomes for children.


Key Responsibilities
  • Shape and implement cutting-edge digital health solutions (e.g., DHIS2, data systems, digital platforms)
  • Drive data-informed decision-making through advanced analytics and real-time monitoring
  • Support national digital strategies and strengthen system interoperability
  • Build partnerships with innovators, the private sector, and development actors
  • Lead knowledge sharing and capacity building to ensure sustainable impact
  • Identify and deploy appropriate digital tools
  • Advise on data use and system interoperability
  • Ensure alignment with national strategies and UNICEF standards
  • Engage government counterparts, partners, and innovators to build sustainable collaborations and promote scalable solutions
  • Support policy and strategy development
  • Strengthen data systems for decision-making
  • Lead knowledge management and documentation
  • Build capacity of staff and partners
  • Contribute to quality assurance, project oversight, and continuous learning
Required Experience
  • A minimum of 5 years of professional experience in Information Communication Technology for Development in a large international organization or corporation is required.
  • Experience identifying, designing and implementing solutions for large-scale projects with technical components – including supervising external vendors and software developers; responsibility for business analysis, budgets, contracts, project management and procurement, etc.
  • Experience with ICT, mobile and web-based technologies, particularly designing or deploying tools appropriate to the region.
  • Exposure to UNICEF, UN or other INGO programmatic areas, including health, nutrition, child protection and/or education.
  • Experience in applying technical solutions to address programmatic issues, including digital health.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
Qualifications
  • An advanced university degree (Master’s Degree or equivalent) is required in Digital Transformation, Business Administration, Business Analysis, ICT Management, Computer Science, Innovation, Digital Development, Digital Health, International Development or another relevant technical field.
  • Alternatively, a first-level university degree (Bachelor’s or equivalent) in a relevant field, combined with seven years of professional experience, may be accepted in lieu of an advanced university degree.
