Overview
The Programme Officer (Return and Reintegration) will manage, coordinate, and oversee activities under the Migrant Return and Reintegration Portfolio in Ethiopia.
Key Responsibilities
- Oversee the development and implementation of the Migrant Return and Reintegration Programme.
- Provide operational management, guidance, and technical supervision to programme staff.
- Establish and expand relationships with UN Agencies, humanitarian organizations, government, and community interlocutors.
- Identify programme priorities and contribute to the development of new projects and activities.
- Ensure timely and quality preparation and submission of programme reports.
- Coordinate and manage programme updates/briefs for stakeholders.
- Monitor progress against strategic objectives and programme benchmarks.
- Oversee the production of visibility/communications materials.
- Supervise and provide technical support to programme staff, including mentoring and training.
- Coordinate the development, dissemination, and update of assessment and monitoring tools.
- Draft Standard Operating Procedures (SOPs) for Programme activities, if required.
- Coordinate with other Programme Managers to maintain a coherent approach.
- Oversee data collection and analysis mechanisms for programmes.
- Undertake travel duties nationally or internationally as required.
Required Experience
- Five years of relevant professional experience with a Master's degree, or seven years of relevant professional experience with a University degree.
- Experience in the field of migration issues, including operational and field experience, project development, and management, and report writing.
- Experience in complex programme development and implementation on return and/or reintegration, including budget management, monitoring, and evaluation.
- Experience implementing reintegration projects and/or similar projects at the global or regional level with a UN agency or an international organization is an asset.
- Experience in overseeing and delivering training programmes, especially on the topic of reintegration, for both an internal and external audience.
Qualifications
• Master's degree in international relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited academic institution; or, University degree in the above fields.
