Overview

To support the design, implementation, and monitoring of Oxfam Pilipinas’ Gender Justice (GJ) Portfolio and Theory of Change. To support the delivery of the Care Connect: Action for Care Workers in the Philippines Project under the GJ Portfolio.


Key Responsibilities
  • Directly responsible for the supervision, monitoring, quality delivery and accompaniment of partners in the Care Connect Project.
  • Provides technical and administrative support to the Project Coordinator in developing and implementing the Project’s work plan.
  • Reports project progress, delays, challenges, or capacity gaps to the Project Coordinator.
  • Works closely with partners to comply with organizational and donor requirements, including narrative and financial reports.
  • Reviews budget vs actual spending of partners monthly and collaborates with finance officers to monitor expenditure.
  • Ensures finance, administration, and logistics procedures are in accordance with Oxfam and donor policies.
  • Works with MELSA colleagues to establish and maintain a database and repository system of project documentation.
  • Collaborates to organize or lead project management team meetings, planning workshops, and other activities.
  • Coordinates with the Advocacy Officer and PAC team for advocacy and communications plan implementation.
  • Coordinates and supports the operationalization of the project’s complaints and feedback system.
  • Works with the Gender Justice Portfolio Team in implementing the Portfolio’s workplan.
  • Works collaboratively to solve partnership-related concerns or challenges.
  • Sets up effective partner meetings to review progress and plan accordingly.
  • Ensures partner learnings are documented and shared.
  • Supports and sustains strong organizational relationships with partner organizations.
  • Assists in the preparation of any approved amendment to the Project Partnership Agreement.
  • Facilitates and supports partner organizations in incubating and developing innovative concepts and projects.
  • Provides and ensures open access to him/herself and the wider OPH team.
  • Manages the entire procurement cycle, recruitment, contracting, and performance of Care Connect Project service providers and consultants.
  • Supports and works closely with the Project Coordinator to ensure the project’s Supply and Procurement Plan is in place, followed, and updated regularly.
  • Ensures assets are properly recorded, inventoried, and monitored regularly.
  • Adheres to Oxfam’s principles and values and promotes gender justice and women's rights.
  • Contributes positively to other cross-functional teams.
  • Performs priority organizational tasks related to competencies.
  • Actively participates and supports the implementation and tracking of the Gender Justice Portfolio workplan.
  • Supports humanitarian surge capacity in times of emergency and disasters.
Required Experience
  • At least five (5) years of demonstrated competencies in the project management cycle, especially in areas of planning, implementation, monitoring, learning, financial management of budgets, and high-quality donor report writing.
  • Relevant experience in advocacy, campaigns, research, and network building around gender, development, and women’s economic empowerment, including paid and unpaid care work- related projects and programs.
  • Experience in basic grants management and donor compliance.
  • Experience of and ability to build, sustain, and manage strong partnerships and work collaboratively with a wide variety of organizations, including government agencies, CSOs, NGOs, and private sector institutions, in different geographic areas.
  • Proficiency in designing and managing project meetings, activities, and workshops, such as designing, documenting, and facilitating programs and processes.
  • Proficiency in using basic MS office applications (Word, Excel, Access and PowerPoint).
  • Good people management skills with a good understanding of team development.
  • Knowledge of Do-No-Harm principles and conflict sensitivity (Desirable).
  • Demonstrated experience and knowledge on gender and development and women, peace and security (Desirable).
  • Proficiency in designing, facilitating and documenting meetings (Desirable).
  • Proficiency in People Soft tools for project management (Desirable).
  • Experience in basic capacity development initiatives across partner organizations (Desirable).
