Overview

Lead the Department in providing technical expertise to Member States and other Stakeholders with guidance and technical data required for the development, implementation, and monitoring of national and/or global policies and programmes. Provide the overall leadership, management accountability, and direction of the Department in delivering its objectives.


Key Responsibilities
  • Lead the Department in providing technical expertise to Member States and other Stakeholders.
  • Provide overall leadership, management accountability, and direction of the Department.
  • Provide senior level technical advice and expertise to Senior Management.
  • Direct and lead overall establishment and development of the Department's evidence-based policies and strategies.
  • Oversee the monitoring and evaluation and reporting of the Department's area of work.
  • Serve as the scientific/technical reference among UN Agencies and other key players.
  • Promote the integration of Regional Country Office perspectives and operational capacities.
  • Build strong partnerships and fosters consensus building with External Partners, Member States, UN Agencies, Donor, cutting edge research institutions and other stakeholders.
  • Supervise implementation of baseline all-hazards risk assessments and independent assessments of critical preparedness capacities.
  • Provide authoritative guidance on the development and costing of national health emergencies plans.
  • Ensure oversight of outbreaks and graded acute emergencies.
  • Oversee support to WHO country offices to ensure operational readiness for emergencies.
  • Represent the Organization and Department area of work in regional fora.
  • Perform all other related duties as assigned.
Required Experience

A minimum of 15 years of professional experience in the management of health security, emergency, surveillance, disease control and/or public health programmes. A minimum of 10 years' experience at the international level. Experience in providing senior level advice and guidance to Senior Management/Decision makers. Experience in managing human and financial resources, as well as experience in the area of developing and establishing policies and strategies. Relevant work experience in WHO and/or UN sister agencies; Experience working in relevant nongovernmental or humanitarian organizations. Work experience or training as a Health Cluster Coordinator or a Humanitarian Coordinator. Field experience in public health programmes or emergency response programmes in developing countries.

Qualifications

An advanced university degree (Masters level or above) in Medicine, Public Health or a related field. Specialized training or degree in epidemiology. Specialized training or degree in emergency/humanitarian response. Training in leadership or management.

Remuneration
Annual base salary starting at USD 130,477 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2729 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
