Overview
The Financial Data and Compliance Monitoring Analyst will analyze financial data submitted by political parties and electoral contestants to identify trends and potential breaches of the legal framework, thereby enhancing monitoring and enforcement mechanisms related to political finance.
Key Responsibilities
- Review and assess financial disclosures for completeness, accuracy, consistency, and timeliness.
- Conduct detailed analysis of financial data to identify discrepancies and potential non-compliance.
- Verify compliance with reporting formats, legal requirements, and documentation standards.
- Prepare analytical reports on findings, including trends and incidents of illicit or prohibited financing.
- Identify and flag potential non-compliance issues for further consideration.
- Apply risk-based assessment tools to prioritize cases for investigation.
- Produce comprehensive analytical reports summarizing findings, trends, and systemic issues.
- Provide recommendations for optimizing financial analysis practices, strengthening compliance, and improving monitoring mechanisms.
- Ensure financial data analysis is based on the CEC's adopted methodology.
- Update analysis approaches to reflect new legal changes, audit standards, or emerging risks.
- Provide regular progress reports on methods of analysis, findings, and discrepancies.
- Provide recommendations or guidance to political parties on improving financial reporting practices and compliance.
- Collaborate with legal experts, IT developers, and auditors for cohesive oversight processes.
- Exchange information and share results and good practices.
- Contribute to the development of training materials or guidance notes for political actors.
- Participate in regular internal meetings and support the organization of training events.
Required Experience
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of progressive experience in accounting, financial management, financial evaluation, audit and/or other relevant area.
Qualifications
- Advanced university degree (Master's degree or equivalent) in Accounting, Finance, Economy or another relevant field is required.
- A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with an additional 2 (two) years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- A professional accounting qualification from an internationally or locally accredited institute of accountancy and/or professional associations of audits; and/or Advanced (Master’s) University Degree in Finance and/or Accounting is required.
