Overview

The consultant will coordinate a National Advocacy Coalition for Early Childhood in crisis in Syria, focusing on coalition building, strategic resource mobilization, and policy integration.


Key Responsibilities
  • Establish the coalition by coordinating and guiding members including IDP-led organisations, locally led organizations, government, UN, INGOs, and private sector representatives.
  • Support strategic resource mobilization to build an investment case for ECD-in-crisis and secure financing.
  • Lead policy integration efforts to integrate ECD into national frameworks and budgets.
  • Develop, implement, and achieve the coalition's future advocacy strategy.
  • Oversee external coalition communications and campaign activities.
  • Monitor and pursue key developments and opportunities aligning with coalition objectives.
  • Recruit and onboard core members, mobilize and set up the Steering Committee and Subcommittees.
  • Develop the official Coalition Terms of Reference.
  • Conduct a stakeholder gap analysis and prioritize new organizational memberships.
  • Implement platforms for communication and knowledge sharing.
  • Facilitate and support regular coalition and sub-committee meetings.
  • Co-develop the multi-year Advocacy Strategy and Workplan.
Required Experience

Experienced in working with diverse actors, shaping partnerships that shift mindsets and priorities at a systems level, comfortable with multi-level power dynamics.
