Overview
The Climate Change Programme Specialist will lead the implementation of a project focused on enhancing early warning systems for hydro-meteorological hazards in Timor-Leste, contributing to FAO's broader climate resilience and natural resources management programme.
Key Responsibilities
- Lead the implementation of the 'Enhancing Early Warning Systems (EWS) to build greater resilience to hydro-meteorological hazards in Timor-Leste' project.
- Ensure synergies and optimize project impact by supporting related projects under FAO Timor-Leste’s programme.
- Support the development of and resource mobilization for FAO’s programme on climate resilience and natural resources management.
- Contribute to the coherence and synergy of FAO activities in the country.
- Support the implementation of assigned projects, including undertaking project baselines and facilitating assessments.
- Contribute to the development of detailed project implementation plans and results-based annual work plans and budgets.
- Manage a multidisciplinary team of international and national consultants.
- Set up and implement project governance and implementation arrangements.
- Prepare and support the issuance of Letters of Agreement (LoAs) and/or contracts.
- Contribute to the detailed design and implementation of activities related to agriculture climate information services and early warning.
- Work with other technical experts to design and implement capacity development activities.
- Promote knowledge sharing and best practices in climate information services, early warning, anticipatory action and Disaster Risk Management/Climate Change Adaptation.
- Perform other duties as required.
Required Experience
- Minimum five years of relevant experience in technical cooperation-related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, fisheries, forestry, and the monitoring and evaluation of policies and programmes.
- Work experience in more than one location or area of work, particularly in field positions.
- Relevance and extent of experience in technical cooperation-related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, and the monitoring and evaluation of policies and programmes.
- Relevance and extent of experience in working with inter-governmental bodies and multidisciplinary teams.
- Relevance and extent of experience in developing climate information and early warning systems, particularly in the agriculture sector, agro-meteorological services, and other technical cooperation-related activities.
- Relevance and extent of experience working with a range of agencies - government agencies at all levels, scientific/research organizations, development partners and Non-Governmental Organizations (NGOs)/Civil Society Organizations (CSOs).
Qualifications
• Advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in climate change, natural resources management, agricultural sciences (including crops, livestock, fisheries and forestry), development economics or related field.
