Overview

The Administrative Officer will be responsible for coordinating human resource activities, managing budgets and finances, and overseeing general administrative functions within the Office of the United Nations High Commissioner for Human Rights (OHCHR).


Key Responsibilities
  • Coordinate human resource activities including recruitment, onboarding, performance appraisal, and staff well-being.
  • Lead the implementation of the work programme, ensuring financial resources are utilized according to the Programme Budget and allotments.
  • Improve budget reporting systems and ensure cost-effective utilization of program resources.
  • Ensure accounting and financial management controls are consistent with UN policy and practice.
  • Supervise and provide guidance on financial administration and management information issues.
  • Provide guidance and leadership to more junior staff.
  • Oversee procurement, billing, income receipt, operational travel, procurement monitoring, and vendor/contractor payments.
  • Review office space requirements.
  • Oversee identification of office technology needs and maintenance of equipment, software, and systems.
  • Perform other related work as required.
Required Experience
  • A minimum of five (5) years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.
  • Experience in providing administrative and HR advisory support to managers and staff is required.
  • Experience in managing budgets is required.
  • Experience in the implementation of administrative and/or financial policies of the United Nations Secretariat or other similar international organizations is desirable.
  • Experience in the use of Umoja, or a comparable enterprise resource planning (ERP)/web-based management system, is desirable.
  • Two years or more of experience in data analytics or a related field is desirable.
Qualifications

An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
