Overview

The Administrative Officer coordinates human resource activities, manages budgets and finance, and oversees general administration functions within the Office of the United Nations High Commissioner for Human Rights (OHCHR).


Key Responsibilities
  • Coordinates human resource activities including recruitment, onboarding, performance appraisal, and staff well-being.
  • Leads the implementation of the work programme, ensuring financial resources are utilized according to the Programme Budget.
  • Defines requirements for improving budget reporting systems and cost-effective resource utilization.
  • Ensures accounting and financial management controls are consistent with UN policy.
  • Supervises and guides colleagues on financial administration and management information issues.
  • Oversees procurement, billing, income receipt, operational travel, vendor contract monitoring, and payments.
  • Reviews office space requirements.
  • Oversees identification of office technology needs and maintenance of equipment, software, and systems.
Required Experience
  • A minimum of five (5) years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.
  • Experience in providing administrative and HR advisory support to managers and staff is required.
  • Experience in managing budgets is required.
  • Experience in the implementation of administrative and/or financial policies of the United Nations Secretariat or other similar international organizations is desirable.
  • Experience in the use of Umoja, or a comparable enterprise resource planning (ERP)/web-based management system, is desirable.
  • Two years or more of experience in data analytics or a related field is desirable.
Qualifications
  • Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area.
  • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
