Overview

The Programme Management Officer will be responsible for implementing and monitoring multi-donor programmes related to climate change, gender, and energy in Asia. The role involves strategic planning, project implementation, and stakeholder engagement to support climate stability and sustainable development.


Key Responsibilities
  • Undertake and evaluate the implementation and monitoring of multi-donor EmPower-II Women for climate resilient Societies programme in 5 countries in Asia
  • Lead the strategic project planning and implementation plan of regional and national level activities in Asia Pacific countries addressing gender, energy and climate change into effective results.
  • Review relevant documents and reports, identify problems and issues to be addressed and initiates corrective actions.
  • Review, analyze, consolidate, and track trends in the climate change policies and gaps in the region for clean energy transition, gender and human rights inclusive climate resilient development
  • Monitor project implementation, develop and maintain narrative reporting for UNEP overall project delivery to donors and lead partner (UN Women) and provide updates in line with the reporting requirements.
  • Coordinate activities related to budget and funding (project preparation and submissions, progress reports, financial statements,) and prepare related documents/reports
  • Coordinate project communications outreach with timely delivery and implementation of communications strategy, through proactive planning, substantial technical inputs and policy analysis
  • Carry out the UN procedures and legal instruments for implementing partners, consultants and procurement and supervise consultants and staff.
  • Provide technical assistance support to climate change (both Climate mitigation and adaptation) stakeholders and governments in 5 countries in Asia on implementation of gender responsive national low-carbon, climate-resilient development strategies and plans such as national adaptation plans (NAPs), and Nationally Determined Contributions (NDCs).
  • Lead the Partnership with financing institutions and mobilize investment for gender responsive renewable energy and low carbon technologies for women’s entrepreneurship and climate resilient development.
  • Monitor/facilitate technical assistance support in 5 countries and in the South and Southeast Asia regions on access to finance for renewable energy and low carbon technologies for women entrepreneurship development
  • Lead and/or participate in complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
  • Conduct training workshops, lead skill development programmes, facilitate seminars, hold presentations etc. on gender and climate change including in the context of just energy transition
  • Prepare the design and implementation of regional/sub-regional partnership meetings through active involvement from regional/sub-regional bodies
  • Review and provide analysis of issues and trends related to gender, and climate change into strategic planning and direction of UNEP in climate change programming.
  • Expand and create linkages with existing regional and national clean energy transitions, access to finance for women’s entrepreneurship and climate change resilience programmes, including the expansion of the UNEP’s portfolio on clean energy, climate change and gender equality and social inclusion
  • Bring global attention to the project through mobilizing intra-Asia regional and inter-regional dialogues in forums such as UNEA, Environment Ministerial, SDG summit, climate Action Summit CSW, SDG High Level Platform, FINANCE UNIT, UNFCC
  • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
  • Perform other duties as required
Required Experience
  • A minimum of seven years of progressively responsible experience in the field of energy/nature -based solutions and climate finance, especially working with private sector organizations, policy analysis and development, and project/programme management is required.
  • Working experience in policy analysis and development, and project/programme management is required.
  • Work experience at both the national and the intergovernmental level, working experience in an advisory role and in developing countries, specifically in the Asia Pacific region is required.
  • Experience working with development banks and vertical funds on project preparation and climate finance mobilization across different sectors and countries is desired.
  • Work experience in proposal development and resource mobilization for climate change projects is desired.
  • Two (2) years or more of experience in data analytics or related area is desirable.
Qualifications

An advanced university degree (Master’s or Doctorate degree, or equivalent) in Environmental Science, Project management, business administration, Finance or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is desirable.
