Overview

The Programme Policy Officer (Senior Skills Development Specialist) will lead the development of curriculum and course design for skills and productivity enhancement sessions, ensuring positive and sustainable nutrition-related behaviors.

Tasks Summary
  • Undertake a landscaping of beneficiary skills and market demand.
  • Map existing curricula, tools, and training materials.
  • Engage with government departments to co-develop or validate training content.
  • Lead the end-to-end writing of skills and productivity enhancement modules.
  • Develop or adapt productivity enhancement curricula, tools, and job aids.
  • Embed climate resilience, nature-based solutions, digital inclusion, and gender-transformative elements.
  • Lead or support the delivery of Training-of-Trainers (ToT) sessions.
  • Monitor training delivery quality and effectiveness.
  • Facilitate select training sessions or refresher courses.
  • Set up feedback mechanisms with trainers and trainees.
  • Update and refine training modules based on feedback.
  • Document success stories, field adaptations, and lessons learned.
Experience Requirements

Minimum of five (5) years of post-graduate experience (or 7 years for bachelor’s degree holder) in productivity or livelihoods training, curriculum development, or capacity strengthening. Experience must include direct authorship of training modules, curricula, or instructional materials. Demonstrated experience working with government and multi-stakeholder coordination. Experience working with key government agencies such as DA, DENR, TESDA, DTI, DOLE, is highly desirable. Knowledge in agricultural production, including good agronomic practices (GAP), conservation and climate-smart agriculture (CSA), natural resource management (NRM). Expertise in food security, food safety and quality, specifications and regulations. Compiling technical guidelines and methodologies. Experienced in developing training contents, manuals and information education communication (IEC) materials. Familiarity with participatory training methods and adult learning principles. Strong analytical, facilitation, and communication skills. Experience in climate-smart agriculture, sustainable enterprise, or food systems is a strong asset.

Qualification Requirements

Advanced University degree or First Degree with additional 2 years of related work experience in Agriculture, Rural Development or related field.

Other Details

Languages Required: Excellent written and oral communications skills in English and Tagalog.
