Overview

Develop a comprehensive Border Management Strategy for Libya, building on existing frameworks and aligning with international standards. The strategy will aim to strengthen state institutions, enhance border security and governance, and promote safe, orderly, and regular cross-border movements.


Key Responsibilities
  • Conduct a comprehensive review of existing national strategies and frameworks.
  • Analyse the current legal, regulatory, and institutional framework governing border management, migration, and cross-border cooperation.
  • Assess operational capacities, infrastructure, coordination mechanisms, and existing gaps.
  • Develop a comprehensive Border Management Strategy guided by the EU Integrated Border Management (IBM) concept and relevant guidance.
  • Ensure the strategy builds on and operationalises existing national frameworks, defines clear institutional roles and coordination mechanisms, aligns with international standards, and clarifies command structures, roles, SOPs, and handover procedures.
  • Develop a phased and costed implementation plan covering a period of 1 – 3 years, including prioritised actions, sequencing, clear timelines, responsibilities, and performance indicators.
  • Identify and propose legal and regulatory reforms and institutional strengthening measures.
Required Experience
  • Expertise in border management and security sector governance.
  • Expertise in migration management and cross-border cooperation.
  • Expertise in legal and institutional reform.
  • Expertise in capacity development and strategic planning.
  • Experience in fragile and conflict-affected contexts, preferably in Libya or the Sahel region.
  • Demonstrated experience in planning and infrastructure development in cross-border trade.
  • Demonstrated experience in conducting and/or developing strategy documents for security authorities.
  • Working experience on border management, both thematic and operational, is an asset.
  • Prior work experience with an international organization and/or providing technical assistance to national border management authorities is an asset.
Qualifications

Advanced academic background in border management, security studies, migration governance, public policy, law, international relations, or a related field relevant to strategic planning and institutional development.
