Overview
International Consultant to calibrate the Sustainable Budgeting Approach (SBA) to the fiscal, economic, and policy context of the Lao PDR, and to develop an AI-assisted SBA application tool.
Key Responsibilities
- Calibrate the SBA taxonomy and assessment criteria to the fiscal, economic and policy context of the Lao PDR.
- Convene and facilitate a local expert panel to fine tune the SBA criteria scores.
- Produce the inception report, calibrated framework, data sourcing plan, workplan, and methodological transferability note.
- Design and deliver the first capacity strengthening workshop in Vientiane.
- Develop the early version of the AI assisted SBA application tool.
- Coordinate with the Environmental Fiscal Reform consultant.
- Provide bi-weekly progress updates and contribute to UNEP reporting requirements.
- Hand over a clear set of inputs, decisions and open items at the end of Phase 1.
Required Experience
- At least five years of professional experience working with Ministries of Finance, national planning agencies or international financial institutions on public financial management, fiscal policy reform or budgeting.
- Experience working in emerging and developing economy contexts, including in Asia, Africa or Latin America.
- Demonstrated experience applying green/sustainable budgeting frameworks, or an equivalent triple-lens fiscal assessment methodology, to a national budget context.
- Demonstrated experience designing and delivering capacity building activities for senior government officials.
- Proven track record of developing methodological tools, guidance notes or country case studies.
- Demonstrated familiarity with Artificial Intelligence assisted analytical tools.
Qualifications
Advanced degree (Master's or higher) in economics, public finance, public policy, environmental economics or a closely related field. A doctorate is preferred.
