Overview
Support the definition of a multisectoral food system indicator framework and the establishment of a harmonized national monitoring and evaluation system, including a decision-making dashboard, to strengthen the planning, coordination, and steering of food system transformation in Mauritania.
Key Responsibilities
- Analyze strategic and policy documents related to the food system.
- Identify a limited and relevant number of multisectoral food system indicators.
- Structure and validate indicators by result areas and concerned sectors.
- Define data source, collection frequency, responsible institution, and links to national priorities for each indicator.
- Develop a simplified matrix and methodological guide for data collection and institutional use.
- Support the development of a harmonized national monitoring and evaluation framework for the food system.
- Propose institutional mechanisms for data collection, analysis, and consolidation.
- Contribute to the inventory and consolidation of existing indicators in a unified matrix.
- Support the organization and facilitation of national training sessions on indicators and food system monitoring and evaluation methods.
- Develop a light inter-institutional data sharing protocol.
- Define the functional architecture of the dashboard.
- Identify key indicators for visualization for decision-making support.
- Design clear and functional visualizations.
- Ensure dashboard consistency with the harmonized national monitoring and evaluation framework.
- Produce an operational dashboard.
Required Experience
- Minimum of five (05) years of relevant professional experience in the design and implementation of multisectoral monitoring and evaluation frameworks.
- Proven experience in Information Systems.
- Proven experience in designing dashboards and reporting tools.
- Good knowledge of food systems, public policies, and multisectoral coordination mechanisms.
- Good knowledge of PDDAA (Detailed Programme for the Development of Agriculture in Africa) indicators and the Food Systems Countdown (FSCI) initiative.
- Experience working with public institutions and technical and financial partners in Africa.
Qualifications
• University degree at Master's level (or equivalent) in statistics, monitoring and evaluation, economics, information systems, or a related discipline.
