Overview

The Deputy Head of Secretariat is responsible for the effective oversight and implementation of the WPHF regular Funding Cycle, Rapid Response Window and Women’s Peace and Humanitarian Fund Defender Window. The role supervises and leads the Secretariat programme staff and works in close collaboration with Participating UN Organizations and Non-UN Organizations.


Key Responsibilities
  • Manage the day-to-day work of the programme teams, including finalizing the team’s annual workplan.
  • Manage the process of programme conceptualization, planning, implementing and monitoring; and the management of material and financial resources.
  • Ensure coordination and synergies across WPHF three main funding windows.
  • Lead the process of preparing programme implementation progress reports and identifying areas for Head of Secretariat action and/or decision.
  • Technically support the development of the Office security strategy and plan, as required.
  • Advise and guide the Head of Secretariat on strategic areas.
  • Provide specialized technical and strategic support in managing all aspects of the programme design and related activities and for ensuring compliance and accountability in programme monitoring, reporting and evaluation.
  • Collaborate with the Monitoring and Reporting, Partnerships and Communications team to develop policy documents, briefs and other strategic papers/materials.
  • Serve as a senior member of the management team.
  • Represent WPHF, with a focus on programming, as delegated by the WPHF Head of Secretariat.
  • Ensure WPHF’s participation in UN system thematic and WPS and Gender in humanitarian Action Fund working groups.
  • Provide substantive research and inputs in the formulation and implementation of the WPHF resource mobilization strategy.
  • Support and maintain relations with government, partners, stakeholders and donors.
  • Manage the performance of personnel under supervision.
  • Provide managerial direction, guidance and leadership to staff.
  • Provide performance feedback and coaching to personnel supervision.
  • Ensure performance assessment are implemented on time.
  • Ensure personnel are fully aware of UN Women workplace relations policies.
  • Create an enabling work environment.
  • Identify learning and development opportunities.
  • Perform other duties within their functional profile as deemed necessary.
Required Experience
  • At least 7 years of progressively responsible work experience in programme management, with a strong focus on peace and security, gender in humanitarian action and/or gender equality and women’s empowerment is required.
  • Experience at the country office or regional office level is required.
  • Experience in strategic planning is required.
  • Experience leading and managing personnel in international settings is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
  • Experience in resource mobilization is desirable.
  • Experience in advocacy is desirable.
Qualifications
  • Master’s degree in international development, public policy or other relevant social science fields is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

• Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
