Overview

Provides legal advice, training, outreach, and assistance on administrative and employment law matters. Drafts and reviews Agency submissions to tribunals and advises on the interpretation and application of the Agency’s regulatory framework.


Key Responsibilities
  • Provides legal advice on investigations and disciplinary matters.
  • Drafts or reviews drafts of Agency submissions to the UNRWA Dispute Tribunal and the UN’s Appeals Tribunal.
  • Appears before the Tribunals as required.
  • Advises on the interpretation and application of the Agency’s regulatory framework, including Staff Regulations, Rules, and administrative issuances.
  • Provides legal input into Agency strategy and policy development, particularly relating to human resources and the internal justice system.
  • Drafts or reviews drafts of Agency contractual modalities, including procurement contracts, memoranda of understanding, and funding agreements.
  • Advises on the status, mandate, privileges, immunities, and responsibilities of the Agency and its personnel, including standards of conduct.
Required Experience
  • At least seven years’ experience as a lawyer in the United Nations, other international organization, government service, the commercial/private sector or NGO.
  • Includes a period of experience in administrative or employment law or court/tribunal related work.
  • Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number.
  • Familiarity with the UN Common System and practices is desirable.
  • Experience in appeals to the United Nations Dispute Tribunal, United Nations Appeals Tribunal, ILO Administrative Tribunal or other international administrative tribunal is desirable.
Qualifications
  • Advanced university degree (Master’s or equivalent) from an accredited educational institution in law, preferably with some specialization in administrative law, employment law and/or public international law.
  • Admission to practice law in a recognized jurisdiction.
  • A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
