Overview
The National Procurement Specialist will coordinate and support procurement activities for FAO Jordan, ensuring consistency, timeliness, and conformity with relevant rules and procedures. The role involves managing procurement requests, conducting local and international procurement processes, and providing procedural guidance.
Key Responsibilities
- Coordinate and support the implementation of procurement activities for FAO Jordan.
- Manage and monitor procurement requests, including consolidation of procurement plans.
- Review purchase requisitions and supporting documentation for completeness and compliance.
- Carry out local and international procurement processes for goods and services.
- Support the preparation, drafting, processing, and follow-up of contracts and purchase orders.
- Ensure procurement actions are processed in a timely manner and provide updates.
- Maintain and update supplier and vendor records.
- Conduct market surveys and supplier research.
- Evaluate quotations and bids and prepare procurement documentation.
- Communicate procurement outcomes to bidders.
- Act as secretary to the Local Procurement Committee (LPC).
- Raise and process purchase orders in GRMS and other relevant systems.
- Review and maintain procurement records, registers, and filing systems.
- Receive, track, and dispatch procurement correspondence.
- Follow up on approved purchase requisitions and contractual actions.
- Review supplier invoices and coordinate their submission for payment processing.
- Follow up on contract execution issues.
- Liaise with Logistics Unit for import/export letters and shipment clearance.
- Obtain and maintain supplier performance documentation and contract management records.
- Prepare monitoring reports, procurement statistics, and status updates.
- Participate in meetings with suppliers, requesters, and stakeholders.
- Conduct preliminary quality assurance for LoAs.
- Perform any other related duties as required.
Required Experience
- Five years of experience in procurement support work.
- Thorough knowledge of the procurement regulations and procedures of any public or international entity or organization.
- Thorough knowledge of the ERP Procurement Module.
- Thorough knowledge of UN system procurement regulations, policies and procedures.
- Thorough knowledge of FAO's administrative policies and procedures.
- Previous experience with the United Nations, NGOs, INGOs, or other international development organizations would be an asset.
Qualifications
- Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Logistics, Economics, Law, Public Administration or another related field.
- Certification on procurement delivered from an internationally recognized institution is an asset.
