Overview

This role coordinates and carries out data collection activities, contributing to the analysis, interpretation, and reporting of WFP program implementation and results, and supporting evaluations. The purpose is to enhance the efficiency and effectiveness of WFP programs for decision-making and accountability.


Key Responsibilities
  • Manage and supervise field monitors and individual staff, providing constructive feedback.
  • Support budget preparation and monitoring for field monitoring and evaluation activities.
  • Assist in strengthening the monitoring capacity of WFP, its partners, and the Government.
  • Support recruitment processes for monitoring and evaluation staff and provide guidance.
  • Suggest improvements to monitoring processes for effective program activity implementation.
  • Apply corporate monitoring and evaluation (M&E) standards in field monitoring activities.
  • Monitor program intervention implementation and results in close collaboration with the Programme Unit.
  • Establish and maintain partnerships with beneficiary communities, Cooperating Partners, and subcontracted partners for monitoring.
  • Integrate gender, equity, disability, protection, human rights, and other inclusion-related issues into all M&E work.
  • Support the training of external surveyors and monitors.
  • Act as the M&E focal point in the area office for the design and follow-up of monitoring plans, activities, and trainings.
  • Provide information on monitoring activity locations to inform sampling plans.
  • Collect monitoring data on outputs, processes, and outcomes, including post-distribution monitoring.
  • Apply surveys using questionnaires and question guides.
  • Monitor beneficiary attendance, food distribution, cash-based transfers, and non-food items.
  • Report programmatic risks/findings monthly and escalate to supervisor when necessary.
  • Monitor program resolutions to programmatic findings, ensuring compliance with WFP standards.
  • Timely record information and documentation on monitoring plan implementation in monitoring tools.
  • Adopt and use qualitative monitoring methodologies (e.g., key informant interviews, focus groups).
  • Support remote monitoring application, including collecting beneficiary contact information and consent.
  • Ensure WFP programs are implemented in accordance with Field Level Agreements (FLAs) and WFP institutional standards.
  • Maintain a record of monitoring visits and coverage, ensuring all activity locations are monitored at least quarterly.
  • Follow ethical guidelines during monitoring activities.
  • Assist in organizing technical support missions from the central M&E team or evaluation teams.
  • Support the Area Office assistance line focal point in following up on requests received through the "assistance line" and other communication mechanisms.
  • Conduct regular data quality checks at various stages of the monitoring cycle.
  • Upload data to centralized databases/platforms.
  • Submit reports on field missions and use an escalation system to report issues.
  • Attend meetings between the M&E team and Programmes to review monitoring results and agree on recommendations.
  • Provide timely information to beneficiaries on actions taken based on monitoring findings and CFM.
  • Support the verification, cleaning, analysis, and interpretation of monitoring data.
  • Receive and compile observations and feedback from cooperating partners and beneficiaries to identify programmatic improvement activities.
Required Experience
  • Minimum six (6) years of experience in quantitative and qualitative analysis, and in communicating results.
  • Experience in leadership and team management.
  • Experience in the use of monitoring and evaluation systems and standards, such as KoBo, spreadsheets, and visualization tools.
Qualifications
  • Completion of secondary education cycle.
  • Desirable: Professional degree in economics, public administration, industrial engineering, or similar fields, or social sciences accompanied by complementary studies and/or experience in quantitative analysis.
