Overview

The Monitoring, Evaluation and Reporting Expert will support the Peace Support Facility (PSF) in strengthening evidence-based decision-making, learning, and accountability by coordinating MEL processes and ensuring high-quality data systems, impact assessments, and reporting.


Key Responsibilities
  • Maintain, update, and strengthen the PSF ArcGIS platform, including spatial data layers, dashboards, and maps.
  • Design, upgrade, and manage Kobo Collect tools for field data collection.
  • Manage and update PSF Power BI dashboards and other visualization tools.
  • Maintain a comprehensive programme database.
  • Coordinate implementation of the PSF MEL Plan.
  • Lead PSF’s biannual impact assessments.
  • Conduct field monitoring visits.
  • Collect, clean, and analyse data against PSF results framework, Theory of Change, iWAPs, and donor commitments.
  • Ensure full gender and age disaggregation of data and integration of gender-responsive indicators.
  • Track progress on risk registers, efficiency metrics, and partner performance.
  • Produce timely, clear, and accurate monthly, quarterly, and annual performance reports.
  • Facilitate learning sessions, reflection discussions, and action planning.
  • Document lessons, success stories, and good practices.
  • Support resource mobilization by preparing logframes, indicators, Theory of Change elements, and MEL inputs for new proposals.
  • Provide tailored training and mentoring to PSF staff and regional and woreda authorities on MEL systems, Kobo, ArcGIS, and results reporting.
  • Ensure reporting standards and MEL guidance are well understood by PSF partners and field teams.
  • Standardize data collection and reporting across regions and implementing partners.
  • Collaborate closely with finance and programme teams to align narrative and financial results.
  • Contribute to gender, conflict sensitivity, and risk-responsive MEL practices.
Required Experience

Minimum Seven years of progressively responsible experience in monitoring, evaluation, and learning for recovery, stabilization, or development programmes, ideally in post-conflict settings. A first-level degree in similar fields plus two additional years of relevant experience may be considered. Demonstrated experience managing GIS platforms (ArcGIS) and spatial data for monitoring and planning. Proven experience designing and managing Kobo Collect or similar digital data collection tools in complex field environments. Strong skills in Power BI or equivalent data visualization platforms. Hands-on experience conducting impact assessments and large-scale surveys, including sampling, questionnaire design, enumerator training, quality control, and analysis. Experience with UNDP and multi-donor projects is an asset.

Qualifications

Master's degree in Development Studies, Economics, Statistics, Monitoring and Evaluation, Project Management, Social Sciences, or related fields.
