Overview

The Technical Specialist for Inclusive Growth and Digital Transformation leads the strategic formulation and management of a high-impact portfolio, analyzing socio-economic trends to design innovative projects that leverage technology for sustainable development and ensure digital initiatives promote inclusive growth and reach marginalized communities.


Key Responsibilities
  • Provide technical advisory services and policy advice in the thematic area of the project.
  • Facilitate policy dialogues with partners and contribute to advocacy campaigns.
  • Analyze the political, social, and economic situation and advise management.
  • Set technical standards based on regional and global best practices.
  • Provide strategic planning and advice for portfolio planning and project work plans.
  • Coordinate Programme implementation to ensure quality and adherence to UNDP policy.
  • Support effective implementation of programme/project activities.
  • Supervise and coordinate the work of the project team and consultants.
  • Provide technical advice and guidance for project implementation.
  • Manage and monitor project financial resources and analyze project progress.
  • Ensure timely collection of data for reporting and contribute to progress reports.
  • Provide technical guidance on risk mitigation measures.
  • Coordinate and participate in quality control mechanisms.
  • Establish and maintain strategic understanding and engagement with relevant institutions.
  • Participate in meetings with donors and prepare presentations.
  • Implement resource mobilization strategies.
  • Identify new funding opportunities.
  • Organize training for project personnel.
  • Identify, evaluate, synthesize, and document lessons learned and best practices.
  • Develop knowledge sharing materials and contribute to knowledge networks.
Required Experience

Minimum of 5 years (with master’s degree) or 7 years (with bachelor’s degree) of progressively responsible relevant experience at the national or international level in providing technical advice, conducting research, formulating policies, and/or developing and managing complex projects in sectors applicable to inclusive growth and digital transformation. Strong experience in digital transformation and emerging technologies. Experience in fostering networks and partnerships and ability to provide coordination with the UN Agencies, international and other organizations present in the sector. Knowledge and experience in relevant thematic area. Experience in timeliness and quality of portfolio work. Experience with project planning and consulting, including the effective provision of substantive technical leadership and guidance, oversight, monitoring, and reporting for projects/programmes with similar scale, scope, and complexity. Experience in resource mobilization.

Qualifications

Advanced university degree (master’s degree or equivalent) in fields related to information Technology, Computer Science, Management Information Systems, Business Informatics, Social Sciences, or equivalent field is required, or A first-level university degree (bachelor´s degree) in the areas mentioned above in combination with two additional years of qualifying experience may be given due consideration in lieu of an advanced university degree.
