Overview

The Project Officer (Agriculture and Natural Resources) will handle loans, grants, and technical assistance processing and administration, focusing on water resources, climate resilience, and rural development sectors. The role involves coordinating administrative and analytical requirements for projects and supporting project administration and portfolio management activities.


Key Responsibilities
  • Handle loans, grants and technical assistance (TA) processing, administration, water resources, reservoir infrastructure, climate resilience, agriculture, food, nature and rural development sector, and develop innovative governance and contractual frameworks.
  • Coordinate administrative, statistical and analytical requirements for projects in several sectors.
  • Support in project administration and portfolio management activities; and perform a wide range of project specific administrative tasks and activities as may be directed by supervisor.
  • Represent AFNR/ ARRM in relevant in-country donor coordination meetings, and/or policy-related or sector-based knowledge events.
  • Support regional cooperation and integration (RCI) initiatives, including transboundary water resources management and regional food security.
  • Provide support to project processing missions, including review of technical designs and cost estimates, liaison with government officials, data and project costing, procurement packaging and related technical issues.
  • Liaise with and support headquarters and field offices of ADB, government agencies, development partners, private sector partners, and other stakeholders to facilitate formulation, processing, administration and monitoring of ADB-financed loan, grant and TA projects.
  • Lead project administration of assigned projects with tasks including but not limited to: (i) monitoring of the progress of assigned projects and preparing project performance reports, (ii) preparing and updating of forecasts of contract awards & disbursements, (iii) identifying factors responsible for shortfalls and expediting achievement of target levels where possible, (iv) identifying issues and taking actions to address them through regular interactions with executing agencies (EAs), contractors, consultants, and project beneficiaries, (v) preparing measures to address the issues and implementing the measures, (vi) preparing internal procurement papers, reviewing procurement documents including draft technical designs and cost estimates, and papers for extension of loan/grant/TA closing dates, (vii) reallocating loan/grant/TA proceeds, changes in scope and implementation arrangements, and other project administration tasks, and (viii) conducting review missions with government counterparts.
  • Provide advice to government ministries, implementing agencies (EAs) and sector entities on ADB guidelines on procurement, recruitment of consultants, preparation of tender documents to ensure smooth implementation.
  • Lead or help prepare Project Completion Reports and TA completion Reports as assigned.
  • Support or participate in Project Review or Country Portfolio Review missions as a mission member.
  • Provide support for policy dialogue with government on policy matters and institutional issues.
  • Contribute in portfolio management and country programming, including undertaking analyses of project performance around implementation, administration and achievements of development outcomes, country consultations on sector assessments and pipeline development, and preparation of background papers for the integrated country operations review and programming.
  • Contribute to the mainstreaming of climate change considerations in Armenia operations through inputs to document preparation and review for projects and policy papers, and contribution to knowledge work and exchange on climate change and Glaciers to Farms Program within ADB and externally with clients and the development partner community.
  • Undertake supervisory role in the assigned sector team, managing the work and members of the team, ensuring quality review, mentoring for shared accountability and promoting knowledge exchange and learning to improve skills and capacity of the team.

Required Experience

Minimum of 8 years of relevant professional experience, in specific sector work will be given preference. Good knowledge of government administrative systems and procedures. Familiarity with accepted best practices of procurement and disbursement processes.

Qualifications

Bachelor's degree in water engineering, civil engineering, economics, agriculture, or related disciplines preferably with advanced training.
