Overview

Support and lead in providing technical guidance, knowledge sharing, and capacity building for project financial management and financial due diligence to ensure high standards for ADB's financial management performance.


Key Responsibilities
  • Provide technical guidance, information, analysis and advice on financial management and FDD issues in sovereign operational activities.
  • Support the continuous development and implementation of financial management guidelines and procedures.
  • Advise sovereign operations teams and Resident Missions (RMs) staff in the development of strategies for financial management.
  • Propose areas for streamlining/automation to support ADB's digitalization agenda.
  • Provide technical guidance as member of sovereign operations' project teams on financial due diligence work.
  • Support or lead financial management assessments of executing and implementing agencies.
  • Support the preparation and agreement of cost estimates and a financing plan.
  • Support or lead the preparation of financial projections and conducting financial analyses.
  • Supporting/leading the conduct of financial evaluations.
  • Propose mitigation measures to be incorporated in financial covenants.
  • Assess and reach an agreement on financial reporting, auditing and public disclosure arrangements.
  • Respond to financial management issues during management and staff review meetings.
  • Participate in project preparation and review missions responsible for financial issues.
  • Conduct /supervise the review of APFS/AEFS for sovereign projects.
  • Ensure compliance with ADB's financial management and audit requirements.
  • Ensure quality control of financial management inputs, reports, briefings, presentations, and operational and non-operational documents.
  • Conduct country, sector and agency financial management diagnostics and strengthen financial management systems and capacity.
  • Assess, design and implement stand-alone and technical assistance related financial management capacity building programs.
  • Undertake knowledge sharing activities and regular communications with counterparts.
  • Participate in meetings of the Multilateral Development Banks' Heads of Financial Management forum, forums of development partners with the International Federation of Accountants and the International Organization for Supreme Audit Institutions.
  • Oversee the performance of reporting staff and ensure ongoing learning and development.
Required Experience
  • At least 10 years of relevant professional experience in private or public sector financial management or related area with international experience working in several countries, across ADB's DMCs is preferred.
  • Experience mentoring team members, providing guidance on delivery of services.
Qualifications
  • Master's degree in Business, Finance, Commerce, or a related field; or University degree and at least 5 years of specialized experience relevant to the position may be considered.
  • Professional accounting qualification from an internationally recognized institution affiliated with IFAC is required.

Remuneration
All reasonable relocation expenses will be covered. The salary will be based on ADB's standards and comparator markets, considering your qualifications and experience.
