Overview
The Procurement Officer will support the Procurement Division in facilitating the successful formulation, processing, administration, and monitoring of ADB-financed projects. This role involves engaging with agencies, consultants, and partners on all procurement-related aspects.
Key Responsibilities
- Support executing and implementing agencies in developing procurement strategies, including capacity assessments, market analysis, and risk assessments.
- Review procurement documents such as bidding documents, bid evaluation reports, and recommendations for contract award.
- Review, endorse, and approve procurement and consulting services transactions within delegated authority.
- Provide advice and support on contract implementation and management issues.
- Participate in Tripartite Review Meetings.
- Support procurement policy work, country partnership strategy preparation, and country procurement system strengthening activities.
- Provide advice on compliance with ADB Procurement Policy and Directive.
- Participate in processing and review missions, supporting procurement aspects for project processing and implementation.
- Support monitoring, tracking, and reporting on procurement activities and data.
- Support capacity development, training planning and delivery, and develop training materials.
- Support non-project-related projects led by PPFD, including organizing and participating in events.
- Support the processing and administration of Technical Assistance projects, particularly consultant recruitment.
- Perform other assignments as reflected in the workplan, including supporting regional procurement activities.
Required Experience
- At least 8 years relevant experience in procurement, project management or other related area in infrastructure projects (e.g., transport, energy, water or urban, health and social development sectors).
- Demonstrated country/regional procurement experience in infrastructure sectors as transport, energy, water or urban, health and social development.
- Familiarity with multilateral development banks (MDB) procurement and consulting services policies and procedures.
- Experience working in project management, contract management and capacity building with governments or other public sector entities.
- Experience leading projects, work with teams, and share relevant knowledge.
Qualifications
Bachelor's degree in Business Administration, Economics, Engineering, Public Procurement, Public Policy, or other related fields, with advanced training.
