Overview
The Resources Management Officer (RMO) will be responsible and accountable for supervising and managing budgetary, financial, Human Resources, and other administrative functions of a Country Office and/or Sub-Office(s).
Key Responsibilities
- Monitor and oversee financial management for all Country Office activities, including expenditure and accountability.
- Supervise treasury management by forecasting cash flows.
- Monitor and control disbursed funds, validating funding in accordance with donor agreements.
- Prepare programme and budget reports.
- Review monthly accounts of the Country Office.
- Prepare financial analysis of projects and oversee budget control.
- Assist in the preparation of budgets for new projects and programmes.
- Provide technical support to project managers on general administration, finance, and human resources.
- Maintain and strengthen internal controls.
- Inspect payroll versus budgets and validate salary allocations.
- Review existing systems and procedures and recommend improvements.
- Manage the Human Resources function and make recommendations on recruitment and personnel administration.
- Oversee Supply Chain services, including contracts, fleet management, and premises maintenance.
- Liaise with legal affairs and procurement units for agreement and Purchase Order review.
- Supervise ICT staff.
- Supervise and train local staff on administrative/financial policies and procedures.
- Participate in UN meetings.
- Serve as Officer-in-Charge (OiC) of the Country Office in the absence of the CoM.
Required Experience
- Five years of relevant professional experience with a Master's degree, or seven years of relevant professional experience with a University degree.
- Experience in Financial and Human Resources Management at the international level.
- Field experience, including coordination and cooperation with international institutions and coordination bodies.
- Experience in supervising the development and implementation of administrative control procedures, coordinating external auditing exercises.
- Experience using corporate Information Technology (IT) systems and software.
Qualifications
- Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution; or, University degree in the above fields.
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
