Overview

The Resources Management Officer (RMO) will be responsible for supervising and managing budgetary, financial, Human Resources, and administrative functions for the Country Office and/or Sub-Office(s).


Key Responsibilities
  • Monitor and oversee financial management, including expenditure and accountability.
  • Supervise treasury management by forecasting cash flows and monitoring/controlling disbursed funds.
  • Prepare programme and budget reports, review monthly accounts, and analyse financial variances.
  • Assist in budget preparation for new projects and programmes.
  • Provide technical support to project managers on general administration, finance, and human resources.
  • Maintain internal controls to safeguard assets and prevent fraud.
  • Inspect payroll versus budgets and validate salary allocations.
  • Review and recommend improvements to systems and procedures.
  • Manage the Human Resources function, including recruitment and personnel administration.
  • Oversee Supply Chain services, contracts, fleet management, and premises maintenance.
  • Liaise with Legal Affairs and Procurement for agreement and PO review.
  • Supervise ICT staff for compliance with IOM standards.
  • Supervise and train local staff on administrative/financial policies.
  • Participate in UN meetings as required.
  • Serve as Officer-in-Charge in the absence of the Chief of Mission.
Required Experience
  • Five years of relevant professional experience with a Master's degree, or seven years of relevant professional experience with a University degree.
  • Experience in Financial and Human Resources Management at the international level.
  • Field experience, including coordination and cooperation with international institutions and coordination bodies.
  • Experience in supervising the development and implementation of administrative control procedures, coordinating external auditing exercises.
  • Experience using corporate Information Technology (IT) systems and software.
Qualifications
  • Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution; or, University degree in the above fields.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.

Languages Required
Fluency in English and French is required (oral and written).
Languages Preferred
Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
Contract Duration
