Overview

The Community Mobilization Officer will support the implementation of programme activities related to civic engagement, participatory governance, and community-led recovery at the local level within the Area-Based Recovery approach.


Key Responsibilities
  • Conduct community-level assessments and stakeholder mapping.
  • Facilitate inclusive participatory processes in partner hromadas.
  • Support the establishment and functioning of Community Engagement Working Groups (CEWGs).
  • Prepare and update work plans for community mobilization activities.
  • Provide technical support to communities, local authorities, and civil society organizations.
  • Support community-based reintegration of veterans.
  • Contribute to capacity development activities for community actors.
  • Ensure coordination, documentation, reporting, and communication of civic engagement activities.
  • Collaborate with Area-Based Recovery (ABR) thematic teams.
  • Ensure regular and structured engagement with key regional and local stakeholders.
  • Facilitate participatory consultations, dialogue meetings, and working sessions.
  • Promote meaningful inclusion of underrepresented groups in CEWGs.
  • Support coordination and communication between local-level stakeholders.
  • Liaise with civil society organizations, academic institutions, and subject-matter experts.
  • Systematically document stakeholder feedback and agreed action points.
  • Coordinate closely with UNDP programme, operations, and technical teams.
  • Support coordination with implementing partners, service providers, and contractors.
  • Contribute to monitoring implementation from a community and civic engagement perspective.
  • Provide support to procurement-related processes.
  • Support organization of coordination meetings, consultations, and field missions.
  • Assist in preparation of progress, monitoring, and results-oriented reports.
  • Ensure the mainstreaming of gender equality and women’s empowerment considerations.
  • Use the principles of gender-responsive communications.
  • Be aware of relevant gender issues and concerns.
  • Support the promotion of team culture of gender equality and zero tolerance to any sexual misconduct.
  • Demonstrate respect for gender equality in professional interactions.
  • Assist with informing and briefing personnel and partners about corporate sexual harassment and sexual exploitation and abuse policies.
  • Identify, synthesize and document best practices and lessons learned.
Required Experience

Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant experience at the national or international level in civic engagement, inclusive recovery and/or community development. Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. Desirable: Demonstrated professional experience applying the Human Rights-Based Approach (HRBA) and/or Area-Based Recovery approaches in community-level programming. Demonstrated experience in providing advisory support and/or advocacy to civil society organizations and local authorities. Previous experience with UN/UNDP, public sector institutions, and/or international organizations.

Qualifications

Advanced university degree (Master’s degree or equivalent) in Social Sciences, Public Administration, Law, Political Science or related field is required; or A first-level degree (Bachelor’s degree) in the areas stated above, in combination with additional two years of qualifying experience.
