Overview
The Administrative Officer (Temporary) will be responsible for coordinating human resource activities, managing budgets and finances, and overseeing general administrative functions within the United Nations Office on Drugs and Crime.
Key Responsibilities
- Coordinate actions relative to human resource activities including recruitment, placement, promotion, performance appraisal, job classification reviews, and separation of staff members.
- Define conditions of service, duties, responsibilities, privileges, and entitlements under the Staff Rules and Regulations.
- Extract and compile various reports through the UN Secretariat’s Talent Management platform INSPIRA.
- Manage and assist in the management of grants, extract and compile various reports through SAP/UMOJA and the Integrated Planning Management and Reporting (IPRM) system.
- Prepare and implement the work programme, ensuring financial resources are utilized in accordance with the Programme Budget and allotments.
- Monitor and review the work programme and budget to assess progress.
- Coordinate the production of programme reports for internal and external stakeholders.
- Define requirements and work with systems units to improve budget reporting systems and cost-effective utilization of programme resources.
- Develop and implement procedures for accounting and financial management controls consistent with UN policy and practice.
- Supervise and/or provide guidance on financial administration and management information issues and practices.
- Provide guidance and leadership to more junior staff.
- Support the coordination of programme/project planning and preparation work.
- Oversee and assist work related to procurement, billing, income receipt, operational travel programme, procurement monitoring, and evaluation of vendor contracts/payments.
- Review adequacy of departmental space requirements.
- Oversee the identification of office technology needs and maintenance of equipment, software, and systems.
- Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods.
- Perform related work-related duties as required.
Required Experience
A minimum of five years of progressively responsible professional experience in administration, finance, accounting, human resources management or related field is required. Work experience with standard office applications (e.g. Microsoft office, Excel, etc.) is required. Work experience with an Enterprise Resource Planning (ERP) system is required. Work experience with financial regulations and rules within the United Nations system or a similar international organization is desirable. Work experience with business intelligence and/or data visualization applications (e.g. Microsoft Power BI, Oracle OBIEE, SAP BusinessObject or related) is desirable. Work experience with SAP/Umoja particularly with administrative roles is desirable. Work experience preparing external reports for donors (e.g., proposals, financial, performance reporting) is desirable. Experience in data analytics or related area is desirable.
Qualifications
Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
