Overview

The National Professional Officer (Mental Health and Substance Abuse) will support Indonesia in enhancing its response to Non-Communicable Diseases and Mental Health through evidence-based programs. The role promotes projects focused on mental health and psychosocial support across all age groups.


Key Responsibilities
  • Collect and compile data on target populations, analyze data relevant to mental health, psychosocial support, and substance abuse, and contribute to needs assessments.
  • Manage information systems and disseminate updated WHO information on mental health, substance abuse, and related public health issues.
  • Keep up to date on emerging epidemic-prone diseases, public health threats, and assess their implications for MHPSS programming.
  • Participate in the analysis and collection of baseline data on health facilities and manpower, and contribute to database updates for mental health and substance abuse services.
  • Identify priority mental health, psychosocial, and substance abuse issues and collaborate to address them through an integrated primary health care approach.
  • Provide technical support in developing mental health service organization plans and promoting a systems-based approach for integrating MHPSS and substance abuse interventions.
  • Technically review programme reports, proposals, guidelines, and other documents, and make recommendations.
  • Arrange for and compile materials for capacity building of key government units, partner organizations, and health personnel.
  • Provide technical input and support to partner civil society organizations and other entities involved in MHPSS and substance abuse activities.
  • Conduct follow-up with the Ministry of Health and other partners to ensure proper and timely implementation of programme activities and biennial workplans.
  • Participate in field visits, report on health conditions and priority issues, including mental health and psychosocial concerns in humanitarian or crisis settings.
  • Contribute to the implementation of activities planned for crisis response and other programme priorities related to mental health, psychosocial support, and substance abuse.
  • Provide technical support to the Ministry of Health and other relevant government ministries on aspects of eye care services with a focus on SPECS2030 pillars.
  • Perform any other relevant work requested by the Team Lead and WHO Representative.
Required Experience

At least one (1) year of relevant work experience in developing and/or implementing mental health related public health, capacity-building, policy actions/advocacy programmes at the national level. Professional experience providing technical services to national and sub-national governments and other partners in public health programs in resource-limited settings. Desirable: Experience working in national or community-based public mental health programmes or in mental health and psychosocial support in emergencies, and disability and rehabilitation. Clinical experience in primary healthcare settings will be an asset. Previous experience with UN agencies or international development organizations.

Qualifications

Essential: A university degree in Medicine (with emphasis in Mental Health), Psychology, or Public Health (with an emphasis in Mental Health). Desirable: Advanced university degree (Master's level or above) in Psychiatry, Clinical Psychology, Social Work, or related field. Specialized training or certification in (a) public health, (b) clinical psychology or psychiatry, and/or (c) MHPSS in emergency and humanitarian crises.

Remuneration
annual base salary starting at IDR 547,860,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
