Overview
The national consultant will support the UNICEF Country Office in Vietnam in the planning, implementation, and monitoring of humanitarian cash transfer (HCT) programs in response to emergencies. This role involves coordinating with various stakeholders to ensure effective delivery of humanitarian cash assistance.
Key Responsibilities
- Provide technical support to UNICEF in coordination and planning for the rolling out of HCT programmes in selected provinces.
- Coordinate with Government partners, CWG members and service providers at national and subnational levels in facilitating the planning and implementation of UNICEF supported HCTs.
- Provide instruction and guidance of UNICEF to local authorities and partners on selection of communes, delivery of programme details to affected community, facilitate targeting and data collection.
- Conduct field trips to facilitate pre-distribution communication and data validation to ensure correct household selection and clean data collected as well as strengthening UNICEF accountability to affected populations (AAP).
- Work with UNICEF internal staff including Technology for Development and Cash working team to ensure the readiness of cash programme implementation.
- Coordinate with UNICEF, financial service provider, local government, and related stakeholders to ensure timely distribution of HCT in accordance with UNICEF SOP on HCT.
- Support the coordination for the baseline survey, payment verification and post-distribution monitoring to be conducted by the 3rd party service provider contracted by UNICEF.
- Undertake field visits to facilitate the distribution of cash support at sites, monitor programme implementation and provide technical assistance to targeted provinces as requested and collect and report disaggregated data on beneficiaries.
- Liaise with relevant local authorities and community leaders to ensure community participation and awareness on HCT support programme by UNICEF.
- Provide technical support in collecting and handling grievance and complaint at the field in accordance with UNICEF SOP and procedures.
- Provide support in planning for donor visit or field mission monitoring conducted by UNICEF.
Required Experience
A minimum of 5 year working experience in disaster risk reduction and/or disaster risk management, cash-based programming in emergencies, humanitarian cash transfers (HCT) programme implementation, adaptive social protection, shock-responsive social protection. Familiarity with the concept and practices of social protection in emergencies. Field experience relating to social development programs at provincial levels, especially in ethnic minority communities is an asset. Experience in multi-stakeholder co-ordination and facilitation.
Qualifications
University degree in international affairs, international development, social sciences, public policy, or having DRM/DRR profile and good knowledge of cash transfers and/or social protection.
