Overview

Consultant to improve stability and peaceful coexistence between local and migrant communities in northern Chad by supporting border management systems and capacity-building for border officials.


Key Responsibilities
  • Carry out an assessment to assist in the proper implementation of the IBG portfolio in the North of Chad.
  • Assist in training for Directorate of Territorial Surveillance (DST), border agents, Immigration and Emigration service, and other government representatives.
  • Evaluate and make an inventory of feasible IT equipment needed for IBG.
  • Coordinate daily follow up of the construction of border posts and related infrastructures.
  • Develop an SOP to facilitate understanding and use of equipment and for future digitalization of immigration and emigration tools.
  • Support in preliminary steps toward the implementation of digitization systems of the DST through MIDAS.
  • Carry out interviews and conduct meetings with relevant representatives to understand current affairs and develop operational guidance on IBG.
  • Analyse and assess status of practices on border crossing, including databases and data collection/storing systems.
  • Provide technical recommendations and develop guidance tools for border agents.
  • Elaborate an action plan for IBG activities in Chad.
  • Undertake duty travel relating to project assessments and implementation.
  • Execute any other duties as required.
Required Experience
  • Master’s degree with five years of relevant professional experience; or University degree with seven years of relevant professional experience.
  • Demonstrate experience in project assessment and experience in travel documents digitization implementation.
  • Demonstrated knowledge of Electronic Travel Systems.
  • 05 years’ experience of working in the area of IT, traveller identification and border management, including electronic travel authorisations.
  • Good knowledge of international regulatory framework and best practices relating to legal identity, travel document, border security and border facilitation.
  • Good knowledge of national police system/policies.
  • Work experience in the subregion (including Chad, if possible), ability to work in difficult Sahelian condition is an advantage.
Qualifications

Master’s degree in international relations, International Law, Political, or Social or Economic Sciences, Humanities, Military Science or a related field from an accredited academic institution; or University degree in the above fields.
