Overview
The Human Resources Officer will be responsible for the development, application, and interpretation of human resources policies, workforce planning, recruitment, placement, performance management, and administration of justice within the International Court of Justice Registry.
Key Responsibilities
- Monitor and ensure implementation of HR policies, practices, and procedures.
- Organize, supervise, and guide Human Resources Assistants.
- Recommend changes to Staff Regulations and develop new policies.
- Develop and implement lower-level policies, guidelines, and SOPs.
- Advise on interpretation and application of Staff Regulations and HR policies.
- Review and advise on exceptions to Staff Regulations and Rules.
- Advise and counsel staff and managers on rights, responsibilities, code of conduct, and work/entitlement difficulties.
- Coordinate or prepare reports on HR issues; prepare broadcasts, guidelines, and presentations.
- Analyze staffing needs, project and monitor vacant posts, identify recruitment needs and priorities.
- Develop and maintain a recruitment plan and strategies.
- Advise management on staffing budgets.
- Monitor and ensure timely filling of posts.
- Prepare vacancy announcements, review applications, serve as ex-officio in selection bodies, arrange and conduct interviews.
- Review selection recommendations and advise senior management.
- Prepare job offers for successful candidates.
- Identify and analyze staff development needs and design programmes.
- Evaluate effectiveness and impact of development programmes and recommend enhancements.
- Provide performance management advice to staff and management.
- Assist supervisors and staff with the performance management and development system.
- Handle staff grievances and complaints; assess and evaluate case merits.
- Make recommendations for resolution to senior management.
- Prepare Registry’s comments on requests for review and submissions before administrative tribunals.
- Contribute to efforts to address and mitigate staff grievances.
- Contribute to the development of preventive activities such as training and sharing best practices.
- Deputize for the Head of the Administrative and Personnel Division as required.
- Assist the Head in developing, monitoring, and implementing division’s work plans and budgets.
- Provide advice to senior management on the Court’s health insurance scheme and ensure its administration.
- Prepare agendas and documents for meetings of the Court's Budgetary and Administrative Committee.
- Ensure implementation of subsequent Court decisions.
- Perform other duties as required.
Required Experience
A minimum of five years of progressively responsible experience in human resources management, law or public administration is required. A minimum of three years of experience in the full range of human resources management within the United Nations Common system is required. Experience in HR policy design and development is required. Experience advising managers and staff on HR policies and entitlements is required. Experience using Enterprise Resource Planning (ERP) systems such as SAP or Umoja is desirable.
Qualifications
An advanced university degree (Master's degree or equivalent) in business administration, public administration, human resources management or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional certification in Human Resources Management is desirable.
