Overview

This role supports the establishment and implementation of initiatives focused on digital employment and connectivity for refugees in Rwanda, with a strong emphasis on private sector engagement and market-driven approaches.


Key Responsibilities
  • Support the establishment of the IDEA and CfR initiatives in Rwanda.
  • Convene key players and facilitate multi-stakeholder engagement.
  • Serve as UNHCR FP in the Joint Programme on Data, Innovation and Digital.
  • Oversee the design and delivery of activities spanning connectivity, digital skills, policy engagement, and employment linkages.
  • Support the design, planning, and rollout of private sector connectivity partnerships.
  • Track and report on progress, undertaking assessments and documenting lessons learned.
  • Support operationalisation of refugee engagement mechanisms.
  • Support fundraising efforts by developing pitch decks, narratives, and donor briefs.
  • Represent UNHCR in strategic forums on digital livelihoods, digital inclusion and connectivity.
  • Collaborate with global stakeholders to link Rwanda programming to global platforms.
  • Coordinate closely with UNHCR Rwanda colleagues to embed digital inclusion.
  • Liaise with Innovation Service focal points.
  • Support on other activities / interventions as required.
Required Experience
  • Previous proven experience working on digital livelihoods, technology, telecommunications, business, economics, private sector development, or entrepreneurship required.
  • Experience implementing community-facing digital livelihoods and connectivity solutions a distinct advantage.
  • Demonstrated experience working with private sector actors and translating digital programmes into employment or income outcomes.
  • Familiarity with connectivity and business ecosystems in Rwanda, including telecom actors, innovation hubs, and regulatory bodies.
  • Strong experience in coordination, advocacy and stakeholder engagement across government, private sector, and civil society.
  • Experience in the UN system a distinct advantage;
  • Prior experience working with young people, especially in marginalized or forced displacement settings.
Qualifications

Undergraduate degree (essential) or Graduate degree (desired) in a related discipline (Politics, Human Rights, Computer Science, Economics, Business studies, Telecommunications, Innovation, Technology, Computer Engineering etc.)

Strong understanding of the digital economy and connectivity/telecommunications landscape is required
Languages Preferred
Fluent in English and working knowledge of Kinyarwanda and/or French is an advantage
