Overview
Engage an external consultant to conduct an independent review and develop operational frameworks for Implementing Consortia transitions, implementation area changes, and overall system strengthening.
Key Responsibilities
- Review existing Implementing Consortium documents.
- Submit an inception report outlining methodology, work plan, and data collection approach.
- Conduct data collection.
- Submit a first draft of operational documents, including templates for assessment tools, scoring sheets, and decision logs.
- Facilitate a sensemaking workshop to present draft documents and findings.
- Submit final Operational Documents, templates, tools, and implementation protocols.
- Present final findings and recommendations.
Required Experience
- At least five (5) years of experience in monitoring and evaluation methods and approaches (including quantitative, qualitative and participatory); planning, design and implementation of M&E systems; research; and report writing.
- Relevant experience in disaster risk reduction, humanitarian, development studies or other related discipline.
- Experience engaging communities in the areas of work of Start Network.
