Cash Transfer Coordinator

Overview

The Cash Transfer Coordinator will provide technical leadership and oversight for cash and voucher assistance interventions supporting equitable access to education and improved outcomes for vulnerable children and households in South Sudan.

Key Responsibilities

• Lead the planning, implementation, monitoring, and quality assurance of cash transfer activities.
• Oversee beneficiary identification, registration, and verification.
• Coordinate cash transfer distribution processes and ensure compliance.
• Lead cash transfer post-distribution monitoring (PDM) activities.
• Oversee systems for tracking learner enrolment, attendance, and retention.
• Maintain effective working relationships with government institutions, schools, and partners.
• Prepare reports on cash transfer implementation, challenges, and achievements.
• Ensure all cash transfer activities adhere to safeguarding and protection standards.

Required Experience

Minimum of 5 years' progressive experience in humanitarian and development programming, with at least 3 years of direct experience managing Cash and Voucher Assistance (CVA), Conditional Cash Transfers (CCTs), social protection, education incentives, or livelihoods programmes. Demonstrated experience in beneficiary targeting, registration, verification, cash distribution, post-distribution monitoring (PDM), accountability mechanisms, and data management. Experience working with government institutions, schools, community structures, NGOs, UN agencies, and financial service providers. Experience using digital data collection and management platforms such as Kobo Collect, CommCare, ODK, or similar systems. Strong skills in programme planning, coordination, reporting, monitoring, and stakeholder engagement. Proven ability to manage large-scale beneficiary databases and cash transfer operations while ensuring compliance, accountability, and safeguarding standards. Excellent communication, facilitation, and interpersonal skills with the ability to work effectively with diverse stakeholders. Desirable: Professional certification in Cash and Voucher Assistance (CaLP), Social Protection, Project Management, Monitoring & Evaluation, or Financial Inclusion. Experience implementing education-linked cash transfers, social safety nets, school grants, or child-focused social protection programmes. Experience working with disability-inclusive programming and gender-transformative approaches. Previous experience with FCDO, ECW, UNICEF, WFP, World Bank, SCI, IRC, or other large donor-funded programmes. Knowledge of South Sudan's education system, community structures, and humanitarian coordination mechanisms.

Qualifications

Bachelor's degree in Development Studies, Economics, Education, Social Sciences, Community Development, Business Administration, Project Management, Humanitarian Studies, or a related field. or Master's degree in Development Studies, Economics, Education, Social Protection, Public Administration, Humanitarian Assistance, or a related discipline.
