Overview

The Associate Administrative Officer role supports the UN-Habitat Syria Country Programme office in Damascus, focusing on human resource administration, planning, budgeting, and business function implementation and monitoring.


Key Responsibilities
  • Coordinate human resource activities including recruitment, placement, promotion, performance appraisal, job classification, and separation.
  • Define conditions of service, duties, responsibilities, privileges, and entitlements.
  • Review and analyze data for cost estimates and budget proposals.
  • Issue allotments and monitor budget implementation.
  • Prepare and implement work programmes, ensuring financial resource utilization.
  • Supervise timely financial reporting to donors.
  • Provide guidance on grant proposals, agreements, purchases, and sub-contract processes.
  • Monitor and review work programmes and budgets, assessing progress against plans.
  • Coordinate the production of programme reports.
  • Define requirements for improving budget reporting systems.
  • Develop and implement procedures for accounting and financial management controls.
  • Supervise and/or provide guidance on financial administration and management information issues.
  • Provide guidance and leadership to junior staff.
  • Lead the preparation and implementation of the procurement plan.
  • Monitor and review procurement requests.
  • Assist in liaising with host country authorities on Host Countries Agreement matters.
  • Provide information on managerial, financial, and administrative matters.
  • Provide guidance, training, and daily supervision to general service staff.
  • Oversee office property management, administrative supplies, and equipment.
  • Oversee procurement, billing, income receipt, travel programmes, and vendor contracts.
  • Review departmental space requirements.
  • Oversee identification of office technology needs and equipment maintenance.
  • Contribute to data collection, analysis, and identification of trends.
  • Document requirements and background information for data analysis.
  • Perform other related work as required.
Required Experience

A minimum of two (2) years of progressively responsible experience in administration, finance, accounting, human resources management, or related field is required. Experience with an Enterprise Resource Planning (ERP) system such as UMOJA or related is required. Experience within the United Nations system or similar international organization is desirable. Experience in procurement, contract management, administration or related area is desirable. One (1) year or more of experience in data analytics or related area is desirable.

Qualifications

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. A Chartered Institute of Purchasing and Supplies (CIPS) up to Level 4 Diploma (or equivalent) is desirable.
