Overview
The National Engineer will provide engineering, procurement, and contract administration support for the refurbishment and upgrading of targeted laboratory facilities. The role focuses on construction supervision, technical evaluation, quality assurance, and compliance with relevant standards.
Key Responsibilities
- Support procurement and contract administration processes, including technical review of bids and preparation of technical recommendations.
- Provide technical inputs for laboratory refurbishment and upgrading works, ensuring compliance with designs, specifications, biosafety standards, and national regulations.
- Review contractor's work programme, methodology, and materials, submitting technical recommendations.
- Monitor work implementation, quality, safety, risks, and delays, recommending corrective measures.
- Facilitate communication among stakeholders for timely implementation.
- Support project and site documentation maintenance.
- Prepare monthly, periodic, and final reports on implementation status, quality, risks, and payments.
- Review technical designs, drawings, specifications, and Bills of Quantities, with attention to laboratory functionality and biosafety.
- Participate in the technical evaluation of bids and prepare recommendations for contract award.
- Undertake technical reviews and site visits to assess compliance with designs, specifications, and contract provisions.
- Review materials and site safety arrangements, identifying and recommending corrective actions for defects and hazards.
- Assess variations, claims, and contractor performance.
- Review progress reports, as-built documentation, and payment claims, providing technical recommendations.
- Assess the technical completion and functional readiness of laboratories.
- Provide technical advice on contractor claims, variations, and dispute resolution processes.
- Participate in meetings and prepare records of discussions and decisions.
Required Experience
A minimum of 8 years of relevant experience in building infrastructure rehabilitation and upgrading, including at least 3 years of experience in laboratory, healthcare or other controlled-environment facilities, with demonstrated expertise in technical design review, MEP and ventilation systems, construction oversight, contract administration, procurement support, bid evaluation, site inspection, measurement, payment certification, variation and claim review, and contractor performance assessment.
Qualifications
University degree in Civil Engineering, Structural Engineering, Construction Management, Architecture, Quantity Surveying, Building Services Engineering, or another related engineering/construction discipline.
