Overview
The Safety and Access Officer will oversee safety matters for DRC personnel, assets, and programs, ensuring the Safety Risk Management System is implemented and coordinating daily movements and transportation.
Key Responsibilities
- Ensure strong communication with local authorities, community leaders, security stakeholders, and DRC.
- Represent DRC at inter-agency safety forums.
- Ensure DRC operates within local authorities' guidelines and protocols.
- Collect, verify, analyze, and report information affecting DRC operations.
- Conduct Context Assessments and safety risk assessments.
- Identify and minimize potential safety risks.
- Develop/update Safety Plans, SOPs, Local Safety Rules, Safety Briefings, Safety Advisories, and Site Evaluation Checklists.
- Ensure staff adhere to safety policies and rules.
- Keep Record of Emergency Data (RED) list updated.
- Update and brief staff on security and context situations.
- Monitor compliance with Minimum Operating Safety Standards (MOSS).
- Maintain safety upgrade plans and develop Safety Improvement Plans.
- Establish phone trees, alert rosters, and alert procedures.
- Contribute to the development of humanitarian access strategies.
- Map and keep an updated register of key stakeholders.
- Conduct safety inspections of field sites.
- Maintain a high level of preparedness for contextual fluctuations.
- Follow up with Supply Chain on weekly movement plans and provide safety clearance.
- Track safety-related incidents and developments and provide trend/pattern analysis.
- Contribute to operational and programmatic contingency plans.
- Lead the implementation of the Critical Incident Management Plan.
- Ensure vehicles are equipped as per required standards and SOPs.
- Act as focal point for procurement of safety-related equipment.
- Conduct regular safety checks, including comms systems, safety inventory checks, and hibernation kits.
- Assess safety training needs and organize relevant safety trainings.
- Create and conduct safety briefings and training for personnel and visitors.
- Design and run regular safety drills.
- Update area level movement and safety tracking groups.
- Conduct headcounts and disseminate reports.
- Support the area office in securing technical agreements and travel permits.
- Perform any other tasks as delegated.
Required Experience
- 3-5 years' experience working in a similar capacity for international humanitarian organizations in complex and unpredictable settings.
- Previous experience working with and negotiating with communities, local leaders, authorities, and safety and security stakeholders.
Qualifications
- Bachelor’s degree in social sciences (political science, peace & conflict studies, disaster management or civil-military engagement).
- Any Safety Certificates/Trainings are an advantage.
