Overview

The Country Operations Head will assist the Country Director in the sound management of operations in the assigned resident mission, focusing on country strategy formulation, policy dialogue, programming, and portfolio management.


Key Responsibilities
  • Provide inputs into Country Partnership Strategy (CPS) and CPS reviews.
  • Help with policy dialogue with government counterparts.
  • Oversee country programming and allocation of operational resources.
  • Create a portfolio of cross-cutting and innovative projects.
  • Maintain pipelines and oversee progress of lending and non-lending.
  • Work with development partners on co-financing opportunities.
  • Lead the country portfolio performance review.
  • Manage and report on sovereign and non-sovereign operations.
  • Provide high-level guidance on operational issues and compliance.
  • Take part in operations and portfolio networks.
  • Lead portfolio, programming and pipeline related missions and activities.
  • Consult with clients to resolve country-wide issues.
  • Guide project teams on country-specific project management issues.
  • Oversee project related communication and coordination.
  • Support CD, TJRM in ensuring project/TA implementation design meet country context.
  • Guide sectors in project design and processing.
  • Advise CD, TJRM and backstop the quality of project-level documentation.
  • Partner with Regional Head, Operations Coordination on quality assurance.
  • Support CD and country management team in work plan preparation.
  • Act as head of the secretariat to the country management team.
  • Organize and advise on provision of operations services and thematic services.
  • Organize and provide operational capacity development to staff and external clients.
  • Manage performance of teams and individuals.
  • Mentor team and individuals.
  • Undertake other activities as designated.
  • Act as Officer-in-Charge in CD, TJRM's absence.
Required Experience

At least 12 years relevant professional experience managing projects, portfolios and pipelines for development institutions. International experience working in development in several countries. Experience in building capacity of staff in projects or processing of loans/technical assistance. Knowledge of multilateral development bank or other similar organizations' business processes and operational environment.

Qualifications

Master's degree or equivalent, in engineering, finance, economics, business administration or related fields. University degree in engineering, finance, economics, business administration and related fields and at least 5 years specialized experience relevant to the position can be considered.
