Overview
This role leads efforts to accelerate private sector development, including public-private partnerships, through various ADB assistance modalities. The specialist will be involved in strategy development, business development, investment and operation review, external relations, knowledge services, and staff supervision.
Key Responsibilities
- Contribute to the development of PSD-related strategies and approaches.
- Lead PSD-related inputs to Country Partnership Strategy (CPS).
- Monitor development needs for private sector and identify opportunities for ADB's assistance.
- Conduct policy dialogue with governments, development partners, and the private sector.
- Lead or contribute in identification of suitable activities for capacity building and creating enabling environment for PSD.
- Lead or contribute in origination of project preparation support and transaction advisory services.
- Facilitate and coordinate the sourcing of new investment opportunities.
- Contribute to the development of new approach for private sector financing.
- Lead the identification of opportunities for collaboration between public and private sectors.
- Review and evaluate proposals for sovereign, non-sovereign and advisory operations.
- Assist Sectors Group (SG), Private Sector Operations Department (PSOD), Office of Markets Development and Public-Private Partnership (OMDP), and other relevant departments and offices in project processing and implementation.
- Co-lead, guide or contribute in ADB's PSD operations.
- Lead processing and administration of technical assistance to support PSD activities.
- Lead coordination with SG, PSOD and OMDP.
- Build and manage relationships with relevant government agencies, development partners, civil society, and other important partners in the public sector.
- Network and work with entrepreneurs, investors, corporates, and other important partners in the private sector.
- Lead or assist ADB's knowledge services related to private sector development.
- Maintain and share knowledge of emerging best practices in the market.
- Prepare, and provide comments on policy, knowledge, and project papers.
- Organize, participate in, and contribute to relevant knowledge-sharing events.
- Lead the establishment of a task team on private sector development.
- Develop and implement a capacity development program.
- Oversee the performance of reporting staff, provide clear direction and regular monitoring and feedback on performance.
- Ensure the ongoing learning and development of reporting staff.
Required Experience
At least 10 years work experience in developing and implementing Private Sector Development (PSD) programs and projects, Public-Private Partnership (PPP) project development, multi-sector infrastructure transaction advisory and commercial finance transactions (including project, corporate or bank finance and equity or guarantees) in collaboration with the government, private sector investors and banks, and international and bilateral organizations. Diversified international experience working in the development institutions and private sector operating in developing countries (e.g., development finance institutions, development agencies, commercial banks, investment funds, advisory firms, and corporates) in several countries. Experience building new teams, including setting-up capacity development processes. Build professional relations with several partners and work with different teams in diverse multicultural environment.
Qualifications
Master's degree or equivalent in economics, business administration, finance, accounting, public policy, or other related areas or University degree and at least 5 years of specialized experience relevant to the position can be considered.
