Overview
The Assistant Treasurer role is responsible for designing and leading the division's strategy, annual work plans, and operations, aligning funding activities with ADB's development mission and ensuring effective resource management, compliance, and high-quality team performance.
Key Responsibilities
- Design and lead the division's strategy, annual work plans, and operations.
- Design and lead ADB's global funding, and hedging strategies.
- Drive capital market expansion and product innovation.
- Strengthen ADB's global market presence and funding capabilities.
- Lead departmental strategy, translating ADB priorities into divisional objectives.
- Lead team performance, capability development, and the adoption of innovative technologies.
- Lead in the formulation and implementation of annual borrowing program and strategy.
- Lead hedging strategies for ADB's borrowing and asset-liability management transactions.
- Oversee the formulation of funding and hedging strategies in new public and private placement markets.
- Oversee the formulation and execution of liability management.
- Lead ADB's global investor relations strategy.
- Build and maintain strategic relationships with external stakeholders and internal partners.
- Provide expertise in debt capital markets.
- Provide strategic funding recommendations and market insights to the Treasurer.
- Lead stakeholder engagement and resource management.
- Create and lead multidisciplinary teams.
- Manage the performance of individuals and teams.
Required Experience
At least 15 years of relevant international experience in debt capital markets, with sound knowledge of the structure and functioning, underwriting, distribution and trading of fixed income securities across G10 currencies, structured products across markets and currencies, structuring and execution of derivatives; International Capital Market Association Green/Social Bond Principles/thematic bonds, treasury risk management concepts, investment practices and asset preferences of institutional investors and fund managers, and financial mathematics. Proven senior management and leadership qualities. International experience working in several countries.
Qualifications
Master's Degree, or equivalent, in Business Administration, Finance, or related fields; or University degree combined with at least 15 years' specialized experience relevant to the position may be considered in lieu of a Master's degree.
