Overview
Provide technical and operational support for the monitoring of activities implemented by the Brazzaville Sub-Office to ensure the quality and conformity of their implementation in accordance with WFP standards and procedures.
Key Responsibilities
- Ensure operational monitoring of activities in accordance with the Monitoring Plan, Risk-Based Monitoring Framework, and WFP standards and procedures.
- Verify movements and distributions of food, non-food items, and cash transfers, identifying any discrepancies and reporting them to the supervisor.
- Conduct regular field monitoring missions to assess the quality of activity implementation, identify good practices, operational constraints, and risks.
- Produce clear and structured monitoring reports highlighting findings, actions taken, observed shortcomings, and recommendations for intervention improvement.
- Ensure the follow-up of recommendations formulated during supervision missions and contribute to the continuous improvement of operations quality.
- Collect, verify, consolidate, and analyze data related to WFP activities in accordance with established tools and procedures.
- Ensure the maintenance and updating of registers, databases, and monitoring documents related to the Sub-Office's activities.
- Contribute to the entry, consolidation, and updating of data in WFP information systems, including COMET, LESS, and other platforms used for program monitoring.
- Ensure the monitoring of the implementation of accountability mechanisms to affected populations (CFM) and contribute to the processing of complaints, requests for information, and feedback from beneficiaries.
- Ensure the follow-up of cases registered in SugarCRM and contribute to their processing and closure in coordination with relevant units.
- Ensure compliance with protection principles, beneficiary dignity, accountability, and prevention of sexual exploitation and abuse (PSEA) during field activities.
- Liaise with cooperating partners and other stakeholders to facilitate activity implementation and gather necessary program monitoring information.
- Provide technical support to implementing partners on WFP monitoring procedures, tools, and methods.
- Collect and analyze observations from cooperating partners, communities, and beneficiaries to identify implementation difficulties and propose appropriate corrective measures.
- Participate in community sensitization activities related to WFP interventions.
- Contribute to the preparation of the Sub-Office's technical and operational reports.
- Support the RAM team and the Head of Sub-Office in implementing monitoring, evaluation, and reporting activities.
- Perform any other tasks assigned by the supervisor within the scope of their duties.
Required Experience
At least three (3) years of relevant professional experience in monitoring and evaluation of humanitarian or development programs, data collection and analysis, information management, or project implementation. Experience in monitoring food security, nutrition, resilience, cash-based transfers (CBT), refugee assistance, or emergency interventions is an asset. Experience collaborating with government institutions, NGOs, or implementing partners is desirable.
Qualifications
Undergraduate university degree (Bachelor's or equivalent) in statistics, economics, agronomy, rural development, social sciences, project management, monitoring and evaluation, geography, food security, nutrition, or any other relevant field.
