Overview

Provide legal advice, analyses, and implementing documents to the Supreme Allied Commander and headquarters staff regarding the applicability of NATO policy, regulations, and international and national laws affecting ACT's responsibilities, functions, and activities.


Key Responsibilities
  • Oversee the development, negotiation, conclusion, and implementation of international agreements and MOUs.
  • Provide general legal guidance for personnel matters, including contract review and legal evaluations of employees.
  • Support complaints and disciplinary committees and represent HQ SACT before the NATO Administrative Tribunal.
  • Enable international business contracts and procurement, providing input on financial regulations, property rights, and tax regulations.
  • Process legal claims for and against ACT and defend against civil lawsuits.
  • Staff exercises and experimentation with a focus on legal doctrine.
  • Provide individual legal assistance for staff members and dependents, including work permits, tax exemptions, and SOFA issues.
  • Serve as ethics advisor and trainer, and advise on disciplinary/criminal matters.
  • Develop and review directives to ensure they enable transformation.
  • Provide supervisory oversight and mentoring for subordinate and affiliated legal offices.
  • Provide direct legal services for ACT activities without a staff legal advisor.
  • Coordinate with USDOD legal offices and negotiate agreements.
  • Draft and negotiate protocols, memoranda, and implementing agreements related to PfP activities.
  • Represent SACT at meetings, seminars, and conferences.
  • Conduct liaison with international, national, state, and local authorities.
Required Experience
  • 10 years related experience, with emphasis on candidates who have operated at the intersection of law, technology, and international diplomacy.
  • Minimum of 10 years of experience within major international organizations, global NGOs, or multinational corporate legal departments (e.g. International Arbitration) with a proven track record of solving multi-jurisdictional challenges.
  • Minimum of five years previous experience leading legal strategy in a large-scale international executive environment (Private or Public).
  • Minimum of three years previous experience directing a multinational legal office focused on "Legal Enablement" and strategic risk-taking.
