Overview

Consultancy to conduct a comprehensive assessment of conditions for data interoperability between administrative data systems across various sectors in Montenegro.


Key Responsibilities

Conduct a comprehensive assessment of the legal, institutional, governance, procedural, and technical conditions required to establish interoperability between administrative data systems and registries across the education, employment, social welfare, child protection, health, and related sectors in Montenegro.

Required Experience

At least five years of professional experience in administrative data systems, data governance and interoperability, knowledge of education and/or social security systems, interoperability frameworks and information governance; Proven experience in conducting assessments and developing interoperability frameworks; Experience with EU interoperability standards, GDPR, EIF, and digital governance frameworks; Proven experience developing data governance frameworks, data-sharing protocols or digital government assessments for public institutions. Experience working with education, social protection, employment, health, or child protection data systems; Experience in multi-sectoral coordination and stakeholder engagement.

Qualifications

Master’s degree in Data Management, Digital Governance, Public Administration, Social Sciences, or other relevant fields
