Overview
The Programme Policy Officer (Deputy Head of Programme) provides strategic leadership and oversight of WFP Armenia’s programme portfolio, ensuring alignment with corporate priorities, national strategies, and operational needs. The role strengthens coordination across teams and partners, promoting evidence-based and innovative approaches to programming.
Key Responsibilities
- Support the Head of Programme in programme development, planning, and implementation.
- Provide project management support and technical expertise to programme teams.
- Monitor programme progress, identify challenges, and propose solutions.
- Oversee programme delivery and ensure accountability systems are in place.
- Coordinate and oversee Field Office operations.
- Support the Head of Programme in defining transition pathways to government ownership.
- Identify and mitigate risks in programme implementation.
- Ensure compliance with WFP policies, procedures, and donor requirements.
- Support capacity transfer initiatives for implementing partners and stakeholders.
- Conduct analysis on policy and operational issues.
- Strengthen accountability frameworks by enhancing reporting processes.
- Foster and maintain effective partnerships with stakeholders.
- Contribute to resource mobilization efforts.
- Enhance visibility and advocacy/communication.
- Provide guidance and mentorship to support staff.
- Foster collaboration and knowledge sharing across teams.
- Promote continuous learning and innovative approaches.
Required Experience
At least 7 years of postgraduate experience in the design, implementation, and coordination of programmes and projects focused on government capacity strengthening, institutional development, and systems reform. Has taken leadership of implementing programmes. Demonstrated ability to foster partnerships and work effectively with diverse teams. Strong familiarity with the UN humanitarian system; experience in emergency preparedness and response is desirable.
Qualifications
Advanced university degree in Economics, Social Sciences, Disaster Risk Management, Public Policy, or related fields.
