Overview

The Senior Advisor (Public Sector Management and Governance) will provide strategic leadership and oversee ADB's public sector management and governance sector operations to foster prosperity in Asia.


Key Responsibilities
  • Provide strategic leadership on public sector management and governance sector operations and sector development agendas.
  • Oversee and support ADB's sector initiatives.
  • Lead the annual planning of the public sector management and governance sector work program and provide ongoing supervision of sector delivery.
  • Oversee the work of the public sector management and governance sector office to deliver operations, assist regional departments, and develop sector strategies.
  • Drive efficient delivery of public sector management and governance sector operations, ensure technical quality, and manage knowledge.
  • Lead the development of a long-term technology vision for the public sector management and governance sector.
  • Drive cross-functional and cross-sector exchange of ideas and knowledge sharing.
  • Provide sector expertise and guidance in support of nonsovereign and advisory operations.
  • Oversee contribution to operations' design and implementation across all Sectors Departments.
  • Enhance ADB's visibility externally and identify opportunities and build strategic partnerships.
  • Drive collaboration with other departments to facilitate private sector development and implement action plans.
  • Partner with regional departments and country directors.
  • Create and lead multi-disciplinary teams.
  • Oversee portfolio management in the public sector management and governance sector.
  • Lead strategic special initiatives, the development of ADB's policies, strategies, operational plans, guidelines and frameworks.
  • Drive product and service innovation within the public sector management and governance sectors.
  • Identify and implement best practice approaches.
  • Lead ADB's efforts to implement relevant operational priorities and build communities of knowledge.
  • Coordinate the development and dissemination of the department's knowledge products and initiatives.
  • Oversee optimal use of sector staff resources, identify workforce and skills needs, and develop staffing plans.
  • Ensure ADB develops subject matter expertise and technical capabilities.
  • Provide support to the DG and Deputy DG in leading sector staff and overseeing careers and skills development.
  • Manage the performance of teams and individuals.
  • Provide coaching and mentoring to teams and individuals.
Required Experience
  • At least 20 years of strong public sector management and governance sector experience at senior levels (e.g., managing large teams), with good knowledge of the Asia Pacific region as a preference.
  • Demonstrated experience in managing large and diverse teams of professionals in various aspects of development.
  • Proven strength and experience in the operations of ADB or similar development organizations.
  • Sound operational experience in public sector management and governance programs.
  • Proven senior management experience managing and leading change in a large and diverse organization.
  • Proven managerial skills in building highly performing and collaborative teams with strong client orientation.
  • Strong partnership building skills to connect with various stakeholders and create opportunities to collaborate and innovate.
Qualifications
  • Master's Degree, or equivalent, in Economics, Finance, Business Administration, Public Policy, or related fields.
  • University degree in Economics, Finance, Business Administration, Public Policy or related fields and at least 10 years specialized sector experience in similar organization/s, can be considered.

All reasonable relocation expenses will be covered. The salary will be based on ADB's standards and comparator markets, taking into account your qualifications and experience.
