Overview
Provide support to country operations including portfolio management and administration functions, analytical and implementation support to projects, and coordination with government agencies.
Key Responsibilities
- Support project administration, including reviewing bid documents, preparing project performance reports, drafting project correspondences, expediting procurement and contract awards.
- Help track project closing date and seek approvals for extension.
- Help process disbursements for projects by following up with EAs on submission of withdrawal applications, review withdrawal applications for compliance with the loan agreement, and prepare/review data input for Procurement Contract Summary Sheet (PCSS) to update the Loan and Financial Information System (LFIS).
- Compile data/statistics on contract awards/disbursements for assigned projects for generating reports.
- Monitor/analyze actual awards and disbursement against targets to identify shortfalls and their underlying clauses and follow up on these matters with the EAs.
- Ensure project-related data integrity in eOps and SovOps.
- Act as the first line of information for IRM in handling requests for data and status report from government agencies on ADB-assisted projects.
- Coordinate efforts to ensure correct responses by IRM to EAs, external partners, and other stakeholders.
- Participate in missions and help provide input to the preparation of a memorandum of understanding (MOU) / Aide Memoire, and suggest actions to improve project performance.
- Coordinate and provide input to the country operations team's monitoring and reporting including alerting the team about any key project issues and risks of non-achievement of CAD and other project's key performance indicators, and support the country operations missions.
- Help the country operations team and thematic groups to develop and implement capacity development activities for agencies implementing ADB-financed projects.
- Perform other responsibilities that may be assigned by your supervisors.
Required Experience
At least 5 years of relevant work experience and related experience in international agencies. Knowledge of operational processes of a multilateral development bank. Experience in supporting the implementation and monitoring of projects preferably funded by multilateral development bank; collecting and organizing required project information, including analysis as input to project reports and briefs; and preparing notes, and correspondences for government and other external stakeholders. Experience engaging and collaborating with government and other partners. Experience guiding other junior Technical Local Staff on assigned areas of work, and working with individuals from different cultural/national backgrounds.
Qualifications
Bachelor's degree in relevant discipline e.g. economics, social development, engineering and related field. Proficiency in using computer-based applications for performing spreadsheets (can maintain complex spreadsheets), graphics, database applications, and other required information technologies.
